announcement of a requirement that currently exists instead it is a
request for information from sources that supply the following
services. This announcement does not, in any way, commit the Government
to procure any services described in this announcement. The U. S.
Department of Energy, Oakland Operations Office (OAK) is conducting
market research to identify potential sources to determine the
availability of commercial software to be used to establish an
Environmental, Safety and Health (ES&H) database for OAK. The database
will serve approximately up to 150 users, with the majority having
data entry requirements and the balance having only read-only access.
The database will be used to track, trend, and analyze information that
results from ES&H activities at the Oakland Operations sites: the
Lawrence Livermore National Laboratory (LLNL), the Lawrence Berkeley
National Laboratory (LBNL), and the Stanford Linear Accelerator Center
(SLAC). The information in the database will be obtained from ES&H
appraisals, surveillances, walkthroughs, observations and information
meetings in over fifty (50) ES&H disciplines. An important feature will
be the ability for users to easily input data, track activities and
corrective actions, analyze data (e.g., trending, statistical, causal
factor analyses) and to generate reports and graphs (i.e., ad hoc
queries and structured reports) with customized printing capabilities.
Another important feature is that this application be web-capable.
Additionally, there are "links" among the various data records that
will be essential for the tracking, trending, and analysis
requirements. Data entry will occur at four separate sites (i.e., OAK
located in Oakland, LLNL located in Livermore,CA LBNL located in
Berkeley,CA and Stanford Linear Accelerator Center- SLAC located in
Menlo Park,CA) which is supported at this time on LAN. The interface
with the users must be user friendly, responsive, and timely. Desktop
platforms are primarily PCs utilizingWindows 95/97 and NT. OAK supports
approximately 430 Federal and Contract users on Windows NT 4.0 and
Windows '95 desktops running the Microsoft Office 97 suite. The network
consists of an Ethernet 10/100 switched environment running the Novell
4.11 Network Operating system. Primarily, Compaq servers are used to
support a variety of network applications and accommodate LAN /WAN
access to users located at the OAK office, Lawrence Livermore site
office, Berkeley site office and the Stanford Linear Accelerator
Center. Additionally, Windows NT is run on several Compaq servers for
the Microsoft Exchange 5.5 and Fenestrae Faxination applications.
Oracle 7.0 applications will run on Compaq 6500 servers with a minimum
of 1GB RAM, approximately 25 -60GB of Hard Drive with RAID 5 SCSI
Controllers and a Fast Ethernet network card. Any information submitted
in response to this sources sought request will not be returned.
Vendors having the capabilities necessary to meet or exceed the stated
requirements are invited to submit appropriate documentation,
experience, literature, necessary hardware requirements and references
along with a point of contact, address and phone number. Interested
parties have 15 days from the publication date of this synopsis to
submit descriptions of their capability to meet this requirement.
Parties should also submit the standard contractual terms and
conditions under which they supply these services to other
organizations, as well as basic pricing information. Please include
your business size and organization type in your response. A
solicitation does not exist, therefore, do not request a copy of the
solicitation. If a solicitation is released, it will be synopsized in
the CBD at a later date. It is the potential offerors responsibility to
monitor this site for the release of any solicitation or synopsis. This
