Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and FAR Part 15, as supplemented by the additional information stated below. This announcement constitutes the RFP and is the only solicitation that will be issued. Proposals are requested pursuant to this announcement. All responses shall reference Solicitation No. 52-PAPT-9-01020. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-11, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A fixed price type contract will be awarded as a result of this solicitation. Objective: The PTO Trademark Systems Division (TSD) plans to implement a Trademark in-house Photocomposition System that employs a Windows NT based Batch Composition System (BCS). The purpose of the system is to produce Postscript output from tagged ASCII data and graphics in TIFF format. The output will be used to publish the weeklyTrademark Official Gazette, registration certificates and other related documents. For scheduled weekly runs the batch composition system must be able to be executed by scripts running on the NT Workstation and must be able to prepare the Postscript output without requiring human intervention. The BCS shall provide complete control over all aspects of formatting tagged data for printing in the Trademark Official Gazette. The intent is that any product proposed will fully integrate with current PTO information systems. Technical/Functional Requirements: The PTO desires to acquire software that best meets the following requirements. Technical Requirements: The proposed COTS software shall be compatible with the PTO Technical Reference Model and the PTO software development environment, including, but not limited to: Year 2000 compliance; Windows NT 4.0 desktop OS; Postscript output. The proposed COTS software shall demonstrate the capability to operate in batch mode, accept a tagged input file containing text references to external graphics files, and operate as batch process to format files and output in Postscript format. The product must be commercially available at the time of this announcement. PTO is most interested in leveraging its investment in the standards and products selected to date. If an Offerors product is not compatible with the above-described PTO software development environment and Technical Reference Model, Offerors must indicate the incompatibility and will be evaluated accordingly. Functional Requirements: The proposed COTS software shall meet the minimum functional requirements conforming to the PTO Office of Trademarks functions, including: ability to operate as batch process to transform tagged data input and multiple graphics files in TIFF format into a fully formatted Postscript output file; ability to batch compose (without requiring human intervention) documents of 1500 pages in less than an hour operating on a dedicated 450 MHz Pentium II workstation running Windows NT 4.0; ability to handle all formatting requirements of the Trademark Official Gazette including headers, footers, multiple columns, column balancing, feathering (inter-line padding), automated graphics placement, sizing and scaling; ability to automatically generate table of contents and indexes; ability to vary pagination and format from section to section within a publication. Evaluation: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the most advantageous and represents the best value to the Government, price and other factors considered. In making the best value determination, PTO will compare the differences in the value of technical/functional and past performance features with differences in cost to the PTO. The PTO shall determine what tradeoff among technical/functional requirements, past performance, and price promises the greatest value to the PTO. The following factors will be used to evaluate offers: (A) Technical and Functional Capability; (B) Past Performance/Experience; and (C) Price. Factor A is more important than Factor B, and together Factors A and B are significantly more important than Factor C. Separately Factor 1 and 2 are more important than Factor 3. All sub elements within a factor are of equal weight. Factor 3 will not be scored but evaluated. As proposals became more technically equal price will become more important. However, in the event of technical and price equality, an Offeror's socio-economic status will be the deciding factor. Provided below is the list of evaluation criteria: (A) Technical and Functional Capability: The proposed COTS software shall demonstrate the technical capabilities and functional requirements stated above. (B) Past Performance/Experience: The COTS software proposed by Offeror should have high acceptance, use, and success in the batch publishing software market. The company should have a strong history of publishing experience or services. (C) Price: The total price shall consist of four (4) separately priced items. Item one (1) shall provide for the commercial licensing agreement with four (4) copies of the software, all modules, required tools, and licensing fees for a five year period. Item two (2) shall consist of training for a period of one year. Training costs shall be for two technical personnel. Item three (3) shall provide rates for consulting services for a Senior Technician on an as needed basis for one year. This item will be administered as an IDIQ with a minimum of 50 and a maximum of 1,000 hours. Item four (4) shall provide all maintenance costs for a base period of one (1) year, with four (4) option years. For purposes of evaluation, Offeror's price will be calculated by applying all CLIN items, and where applicable using the maximum requirement. Initially as part of the evaluation, Offerors proposal will be subject to a technical review, and if deemed necessary a live product test may be required as validation of Offerors capability to meet technical/functional requirements, as detailed above. As part of the evaluation, Past Performance shall be based on information obtained from the contacts/references with similar agency architecture provided by the Offeror, as well as any other information the Government may have or obtain from other sources. Instructions/Notice to Offerors: Offerors are requested to submit one (1) signed and dated original and four (4) copies of the proposal. Proposals are limited to 20 pages or less in size. The proposal shall be brief and concise and utilize product marketing and technical brochures where applicable, but shall demonstrate the technical and functional capability of the product proposed. The Offeror shall identify at a minimum three contracts where the Offeror's product is currently operational. These examples shall provide a cross section of the product within federal, state, local, or commercial environments. The Offerors shall provide a point of contact, current telephone number and fax number for each reference. These references must be submitted with the Offeror proposal on the due date stated herein. Proposals shall also include a completed copy of the provision at 52.212-3 "Offeror Representation and Certifications Commercial Items." A copy of these representations and certifications may be obtained by contacting the person specified below. The contract award will include the clauses cited at FAR 52.212-4 "Contract Terms and Conditions -- Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items."
