The FISC Norfolk Detachment Philadelphia intends to acquire = Engineering=20 and Technical Services in support of the F-18 aircraft and associated=20 equipment. The proposed procurement is for four (4) tasks, 32195, = 32198,=20 32200, and 32202, for a total of 96 man months of service as currently=20 estimated by the Naval Air Technical Data and Engineering Service = Command=20 (NATEC). The basic period of the proposed effort will commence on 1 = July 99=20 and will continue through 30 June 00. A one (1) year option period, = if=20 exercised, will commence on 1 July 00 and will continue through 30 June = 01. An=20 indefinite-delivery, indefinite-quantity labor hour type contract is=20 anticipated. This effort will be covered by a new contract and/or a=20 provisional extension to the existing contract. This covers the = Government=92s=20 minimum needs for this period. The solicitation will contain = specifications=20 for Contractor Field Service Representatives as appropriate. The place = of=20 performance is Butterworth AFB, Malaysia, and services will be provided = to=20 members of the Royal Malaysian Air Force (RMAF). The eventual contract = action=20 is for services which the Government intends to solicit and negotiate = with the=20 McDonnell Douglas Corporation under the authority of FAR 6.302-4. = McDonnell=20 Douglas Corporation is the only supplier of these services at this = time. This=20 firm is the Original Equipment Manufacturer (OEM) and the only known = source=20 with the required technical and engineering expertise, "in-plant" = support, and=20 requisite data base to perform the required services. This notice of = intent is=20 not a request for competitive proposals. Interested parties may = identify their=20 interests and technical capability to respond to this requirement. = Interested=20 parties who contend they are technically qualified should submit, = within=20 forty-five (45) days from the publication of this notice, specific = factual data=20 including but not limited to technical resumes, corporate management = experience=20 and other pertinent information as so desired, to be used as an = evaluation=20 basis to determine competence to successfully perform the required = services. =20 All technical proposals received within the forty-five (45) day notice = period=20 will be considered by the Government.
