issue a Request for Offers (RFO) using NASA FAR Supplement Part 1871.6,
MidRange Procurement Procedures, Best Value Selection, for safety and
fire services at the JSC site, JSC operations at Ellington Field,
Houston, Sonny Carter Training Facility, and various other NASA
locations. The SIC is 8731, standard size is 1,000 employees. The
primary scope of the effort to be performed under this contract
includes but is not limited to the following: perform detailed
engineering design reviews of design construction, plan,
specifications, and submittals for JSC projects; interpret NFPA, OSHA,
DOD, NEC, UBC, NASA and JSC codes and safety requirements as they
relate to systems, structural and architectual fire protection
measures, and fixed fire protection measures and systems; review
sprinkler system hydraulic calculations to determine adherence to
aforementioned requirements as well as current consensus standards;
perform safety and fire protection surveys and studies of JSC projects,
including structures, test configurations, hazardous operations, and
construction sites and determine hazards and degree of fire risk, and
whether or not they meet established practices; perform mishap
investigations, including verification of corrective actions and
development of lessons learned; provide 24-hour per day 7 day per week,
emergency response capability to engage first-aid, rescue activities,
and liaison activities with the Houston Fire Department at the scene;
develop information for preplanning fire fighting emergency response
operations; conduct fire and emergency drills; provide preventative
maintenance and repairs for the fire suppression, detection, and alarm
systems, including heat, smoke, and flame detectors and sprinklers;
develop, coordinate, and conduct safety training, including classroom,
individual videotape, and satellite transmitted courses for NASA by
operating the NASA Safety Training Center; develop and coordinate mass
communication for safety information at JSC and throughout the NASA
community; operate the JSC Safety Learning Center; plan, develop,
document and maintain control of safety requirements, implementation
procedures, safety plans, investigation files, mishap records,
procurement requirements, goals and objectives; and plan, organize,
implement, analyze and disseminate information using optimal
information handling technologies with the intent of assuring rapid
access to data and information in support of safety and fire protection
objectives such as the indentification of favorable or unfavorable data
trends and lessons learned for use as motivational awareness
information. Proposers must possess extensive knowledge of OSHA, DOD,
NFPA, NEC, UBC and NASA safety and fire protection requirements. JSC is
a highly unique and complex site which demands leading-edge safety
personnel, who are knowledgeable of and qualified to deal with the
critical nature of unique spaceflight hardware, aeorospace training and
testing facilities and spaceflight ground support facilities at all JSC
locations and various NASA locations. Prior to award of this contract,
the apparent winner must be licensed in accordance with the fire alarm
rules and regulations for the State of Texas as defined by the Texas
Insurance Code and the Texas Commission on fire Protection. Furthermore
the offerors must have as members of key personnel at minimum a
Certified Safety Professional and/or Professional Engineer. NASA JSC
intends to award a one-year contract with 2 one-year options. The
provisions and clauses in the RFP are those in effect through FAC
97-11. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. This procurement is a small business
set-aside. See Note 1, and will be award through the Small Business
Adminstration's 8(a) Program. The SIC Code and Size Standard are 8731
and 1,000, respectively. The DPAS rating for this procurement is DO-C9
. The anticipated release date of RFP 9-BJ32-T36-9-10P is on or about
June 28, 1999 with an anticipated proposal due date of on or about
July 28,1999. All qualified and responsible sources which are 8(a)
certified in SIC CODE 8731 may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed. See Internet

procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
