(NAVSEA) intends to issue a solicitation for the procurement of Marine
Services and Industrial Support. This acquisition requires the
materials and services necessary in support of specific modifications,
upgrades, service life extensions, and repairs for manned craft, and
Patrol Coastal Class Ships or their associated systems. Under the
procurement, these requirements will be acquired through the use of
Indefinite Delivery/Indefinite Quantity Multiple Award Contracts (MAC).
MACs will be awarded for work to be performed predominantly in the
Norfolk, VA area and for work to be performed predominantly in the San
Diego, CA area. The Government expects a minimum of two awards in each
area. For each area, NAVSEA intends to: 1) issue multiple award
Indefinite Delivery/Indefinite Quantity contracts with a minimum
guarantee, and 2) then compete subsequent delivery/task orders among
those firms that win a contract. The Government intends to solicit
offerors in accordance with the Navy Homeport Policy. Each successful
offeror shall be required to possess the requisite Agreement for Boat
Repair (ABR) prior to contract award. The requirement for the offeror
to possess a Master Ship Repair Agreement (MSRA) will be determined
prior to release of the RFP. This determination will be included in the
RFP. It is anticipated that the formal solicitation will be available
for download via the Internet on June 16, 1999. The NAVSEA WWW Server
can be reached at http://www.contracts.hq.navsea.navy.mil/home.html. At
that site, select "ACQUISITIONS" and then select the link entitled,
"SOLICITATIONS". Select N00024-99-R-8511, "Manned Crafts". You may

Clarifications (RFCs). RFCs will only be accepted electronically via
this website. The Government will provide answers to all offerors
electronically on the same website. Past performance questionnaires
will be due July 6, 1999. Complete proposals will be due by August 2,
1999, 2:00 p.m. local time. Note that the above dates are subject to
