The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the procurement of Marine Boatyard Services and Industrial Support. This acquisition requires the materials and services necessary in support of specific modifications, upgrades, service life extensions, and repairs for unmanned boats, craft, and Service Craft or their associated systems. Under the procurement, these requirements will be acquired through the use of Indefinite Delivery/Indefinite Quantity Multiple Award Contracts (MAC). MACs will be awarded for work to be performed predominantly on the East Coast (including the Gulf Coast) and for work to be performed predominantly on the West Coast of the United States. The Government expects a minimum of two awards on each coast. NAVSEA intends to: 1) issue multiple award Indefinite Delivery/Indefinite Quantity contracts with a minimum guarantee, and 2) then compete subsequent delivery/task orders among those firms that win a contract. These contracts are small business set-asides and will be solicited on a coastwide basis. Each successful offeror shall be required to possess the requisite Agreement for Boat Repair (ABR) prior to contract award. It is anticipated that the formal solicitation will be available for download via the Internet on June 16, 1999. The NAVSEA WWW Server can be reached at http://www.contracts.hq.navsea.navy.mil/home.html. At that site, select "ACQUISITIONS" and then select the link entitled, "SOLICITATIONS". Select N00024-99-R-8510, "Unmanned Boats". You may download a copy of the RFP and also submit Requests for Clarifications (RFCs). RFCs will only be accepted electronically via this website. The Government will provide answers to all offerors electronically on the same website. Past performance questionnaires will be due July 6, 1999. Complete proposals will be due by August 2, 1999, 2:00 p.m. local time. Note that the above dates are subject to change and it is the responsibility of the interested parties to periodically check the solicitation status either through checking the Internet or by calling the point of contact. The solicitation will be constructed to provide that the contractor's offer includes transportation/delivery costs to the contractors facility and return. The duration of the contract including option periods is expected to be five years. All responsible sources may submit a proposal, which shall be considered by this agency.
