Z -- HVAC/EVAPORATIVE COOLER SURVEY ON BLDGS AND RETROFIT TO GROUND SOURCE HEAT PUMPS SOL DABT51-99-R-0011 DUE 071599 POC Aaron Balderas, Contract Specialist, (915) 568-1009, FAX (915) 568-9900 Z -- The contractor shall furnish all labor, materials, tools, equipment, transportation, supervision, quality control, and other essentials necessary and incidental thereto: THE WORK SHALL INCLUDE PERFORMING HEATING AND COOLING SYSTEM RETROFIT SURVEY REPORTS ON MISCELLANEOUS BUILDINGS AND MILITARY HOUSING UNITS AND CONVERT/RETROFIT THE HEATING AND COOLING SYSTEMS TO GROUND SOURCE HEAT PUMPS (GSHP). The retrofit survey report shall include a heat load calculation of each facility to determine the correct GSHP sizing to include the correct ground loop design. The contractor shall disconnect and dispose of as required existing cooling systems consisting of evaporative coolers, air washers, and HVAC systems which consist of boiler and related piping systems, hot water heating systems, furnace forced air heating systems, ventilation systems, cooling systems, and humidying systems, drain and disconnect existing hot and cold water piping, provide geothermal loop heat exchangers, provide mechanical ductwork and electrical removal and installation work, connect existing hot water heaters to GSHP hot water generator, remove old temperature controls and install new temperature controls, type of GSHP retrofits shall include vertical, horizontal, vertical stacked, console, rooftop, and water to water units, perform ground loop installation. The new heating and cooling system shall fulfill all local and national codes, and Fort Bliss quality standards. The proposal to include all work required for a complete and usable product. This procurement is unrestricted, firm-fixed price, indefinite delivery indefinite quantity (IDIQ), with base year and four option years. The criteria for evaluating proposals shall be technical merit, management, and past performance. The solicitation due date is 15 July 1999. The magnitude cost of construction for this project is between $5,000,000 and $10,000,000. The SIC code for this project is 1711.
