COMMENTS. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION
EXISTS. The USA Intelligence and Security Command is seeking sources
and industry comments regarding cost sharing contract arrangements. The
services are in support of the Land Information Warfare Activity at
Fort Belvoir, Virginia. The cost sharing arrangement will be strictly
an exchange of services only-no government funds will be provided. The
services to be provided by the contractor and those to be provided by
the government are explained in the Statement of Work. This is a
request for capability statements and industry comments regarding the
Statement of Work only. Interested parties should submit their

June 14, 1999. Note that contractor personnel will be required to have
or obtain TOP SECRET/Single Scope Background Investigation clearances
to access the government facility, information and equipment.
STATEMENT OF WORK/COOPERATIVE EXPLORATION AND DEVELOPMENT IN
INFORMATION INFRASTRUCTURES. 1. OBJECTIVE -- The objective of this
effort is to establish a cost sharing contract between the Land
Information Warfare Activity ("LIWA") and a commercial business
organization who develops, manufactures and services high speed
networking equipment. The purpose of the arrangement is to conduct
cooperative exploration and development in state-of-the-art information
infrastructure technologies, both equipment's and tools, to support
Full Spectrum Information Operations (IO). These cooperative efforts
would include, but not be limited to, technical discussions,
demonstrations, exploratory experiments, and prototype development in
the information infrastructure domain. 2.0 SCOPE -- The contractor
shall furnish the necessary personnel, material, equipment and data to
leverage their unique qualifications covering a gambit of interrelated
disciplines to conduct cooperative exploration and development in
state-of-the-art information infrastructure technologies to support
Full Spectrum Information Operations (IO). 3.0 TASKS -- The following
tasks shall be performed as coordinated by the Government's Senior
Technical Advisor and/or COR and the respective representative from the
commercial business organization. TASK 1 -- The commercial business
organization will initiate and coordinate applicable exploratory
studies and experiments in information infrastructures and provide
results to LIWA to collectively identify state-of-the-art processes and
trends. TASK 2 -- The commercial business organization will share
advanced concept network technology and identify technologies for
possible application to Full Spectrum IO. TASK 3 -- The commercial
business organization will assist LIWA in establishing, developing and
promoting IO network interoperability with other commercial and
government organizations and services. TASK 4 -- LIWA will provide the
commercial business organization the access to the Information
Dominance Center (IDC) to perform data collection on network traffic
flows during operations and exercises for the purposes of detailing and
identifying network performance issues. TASK 5 -- LIWA will share the
qualifying factors for formulating the necessary Information
Infrastructures required by LIWA to conduct Full Spectrum IO. Task 6 --
LIWA will, with 10 working days notice, allow the commercial business
organization to bring in up to two relevant government organizations to
tour the LIWA Information Dominance Center (IDC) facility. 4.0 SECURITY
CLEARANCES -- Personnel from the commercial business organization
working on this contract are required to possess or be able to possess
the requiredTS-SCI security clearances for those efforts requiring
access to classified information. 5.0 PERIOD OF PERFORMANCE -- The
period of performance for Task 1 through Task 6 as stated above is from
