99 -- CORPORATE SMART CARD SYSTEM SOL Sources Sought DUE 063099 POC Tere Abadia, Contract Specialist, (507) 272-3023, Luz M. de Pinzon, Contracting Officer, (507) 272-4650 The Panama Canal Commission seeks sources to obtain a Corporate Smart Card System to fulfill the following specific objectives: 1) Eliminate multiple ID cards issued by the Agency and replace them with one that could be used by the different units, in order to have a single universal ID card; 2) Use the same card as a service enabler to access multiple services and to allow usage accountability of these services, i.e. photocopiers, shuttle service, inventory control of small storerooms, etc.; 3) Use the card for time and attendance control for timekeeping purposes; 4) Use the card to access internal financial services, but having the capability to interface and have interoperability with domestic (Clave) and international electronic transaction systems and ATM networks (Cirrus, Plus); 5) Integrate Access Control System Cards into the Smart Card, using multiple technology cards, and the option of future upgradability; 6) Implement an enterprise level system that will reduce network traffic originated byrelationships and linkages between and among multiple database repositories; 7) Eliminate the need to maintain multiple databases with replicated data; 8) PCC will conform to existing international standards, ISO 7816 and will avoid to the maximum extend possible, the use of proprietary and non-standarized technology. BACKGROUND: ** PCC has approximately 8,200 employees, who are issued ID Cards for identification and personnel management. **PCC has approximately 2,500 facility passes for entry/exit control (approximately 1,000 are temporary due to temporary employees and contractors). **All Access Control Systems are independently operated using Westinghouse Electronics controllers. ** PCC issues approximately 23 different cards and use multiple technologies for the following multiple purposes, -- ID cards by Personnel and Documentation Office (Printed and bar coded), -- Facility passes by Canal Security (Printed), -- Time and attendance by independent units (Bar Coded), -- Access control cards issued by independent units, R.F. Proximity Card Readers (to be replaced by Wiegand-wires Technology Readers). **All systems are based on dump cards with an alpha-numeric code, printed information and photo (as required). All data and information bases resided on stand alone data bases not interrelated with one another; ** PCC counts on a robust network infrastructure composed of more than 50 LAN connected to a backbone to form a Corporate WAN; **LAN operating systems (LOS) used are NetWare and NT; **Computer/desk top are Win'95 and Win NT workstations; **Network protocols used and transported in the WAN are TCP/IP, IPX, SNA (legacy system). PURPOSE OF THE SOURCES SOUGHT **Acquire enough knowledge to determine the following: -- State of maturity and usability of this technology and reliability and durability of the cards (contactless). -- Feasibility to implement an enterprise level system to satisfy the multiple needs of the corporation. -- Current and future availability of card, readers, enablers, operating systems and applications. -- Cost benefit analysis. -- Use of multiple technology cards as an intermediate stage. Cards with secure printing, mag stripe and smart card chip. -- Capacity of vendors and integrators to deliver the desired system. **Obtain information on relevant international experience of companies on similar projects and references. Piece meal approaches and selling of products are not considered as relevant experience. PCC is looking for Total Systems integrators that can deliver a Turn-Key System. **Gather enough information to make a final decision on initiating a formal project to develop a Corporate Smart Card System to eliminate multiple cards and replace them with only one. **To determine interoperability and accountability. The information package shall include, but not be limited to the following: 1) Cards-polyester composite card 80/20 with subsurface hologram. Credit card sized, with Java-enabled chip embedded in it, 1/2" high coercivity magnetic stripe,surface contact application, contactless application, preprinted card. 2) System combinations: host card with Java Card Technology, Java Card 2.1 API. 3) ID imaging system that includes 2 digital cameras, all-photo cameras (both subject's face and data are captured on the same piece of film and two printers (die sublimation) that deliver completed card and are capable of printing on different card bases: paper, polyester (with or without wiegand wires technology inside). 4) Readers (contactless cards). 5) Interfaces. 6) Hardware and software for readers and enablers (Y2K and in conformance with standards for interoperability). 7) DRDBMS platforms and available applications to plug in. 8) Hardware accelerator for Java Card API. 9) Readers. 10) Technical Support. 11) Training Information on availability of sources is required by June 30, 1999 and should include the information requested above.
