Contracting Squadron at Peterson AFB, CO, intends to award one contract
for Operational Systems Furniture, including 16 wide workstations, 11
narrow workstations, 12_ bridges and 2 matching storage cabinets, to
support a classified operations planning area that must be reconfigured
as often as daily to support war-gaming of various scenarios in a
multimedia computer network environment. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
F05604-99-T-2426. The solicitation is issued as a request for proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
This is a 100% small business set-aside. See Commerce Business Daily
numbered note #1. The associated standard industrial classification
code is 2521and small business size standard is 500 employees. The
Small Business Competitiveness Demonstration Program does not apply to
this procurement. The Defense Priorities and Allocations System (DPAS)
does not apply to this acquisition. The Government anticipates award of
a firm fixed price contract for the contractor to furnish all
materials, labor, plant, supervision, design, transportation and other
items necessary to produce and deliver the furniture described. This
acquisition is for 4 contract line item numbers: CLIN 0001, Wide
Workstations, 16 each; CLIN 0002, Narrow Workstations, 11 each; CLIN
0003, 12 inch Bridges, 7 each; and CLIN 0004, Storage Cabinets, 2 each.
ITEM DESCRIPTIONS:: Wide Workstation: The wide workstations shall be
48" wide and 44-48" deep to accommodate 2 21" monitors side-by-side, 2
keyboards and 2 mice on the top, plus 2 CPU_s and peripherals,
connections, accessories and cables below. Narrow Workstation: The
narrow workstations shall be 30" wide and 44-48" deep and designed to
accept attachments/bridges/spacers/extensions to join adjacent
workstations. Both Workstations: Mahogany veneer finish Workstations
shall be mounted on lockable casters. Workstations must be deep enough
to contain all computer hardware, peripherals and cables for
classified and unclassified networks and phones, when equipment is
being moved about. They must permit disk and drive insertion and
removal from the front and maintenance and routing cables from the
rear. 2 or more cutouts are required through workstation floors,
separated by at least 5_, for cable connections. Workstations must be
full-bodied (all sides enclosed) to provide noise dampening and permit
adequate ventilation. They must be low enough (approximate height is
26-30_) to permit operators to see each other over the monitors.
Workstations shall include pencil drawers, pull-out writing surfaces,
and fully adjustable monitor supports, including height, tilt, lateral
andfront-rear. Workstations will not support overhead storage. 12_
Bridge: 12_ wide X the depth of the workstation; designed for frequent
removal and reinstallation whenever the office layout is reconfigured.
Include all hardware for attachment to either side of any of the narrow
workstations. Storage Cabinet: 72_ high X 16_ deep X 48_ wide; to match
workstations. Delivery and acceptance shall be at 10577, 747 Nebraska
Ave, Suite A200, Vandenberg AFB, CA, and FOB point is Vandenberg AFB,
CA. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. Addendum: to be considered for
award, offerors must submit prices for each item listed, must submit
evidence of technical capability and references for past performance.
The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies
to this acquisition. The Government will make award on the basis of
the lowest evaluated price of offers meeting or exceeding the minimum
acceptable standards for the non-price evaluation factors. The
following factors will be used to evaluate offers (in descending order
of importance): price; technical; and past performance. Technical
evaluation is rated pass or fail, based on whether the offeror has
produced and sold the same or similar items, as evidenced by giving
references that have purchased the items and promotional literature
illustrating this specific type of item. Past Performance is rated pass
or fail, based on whether the offeror can furnish business references
(suppliers and customers) attesting to sound business relations.
Technical and Past Performance, when combined, are less important than
price. To be considered for award, offerors must include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with their offer. The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. Addendum: Contractor must comply with DFARS
252.204-7004, Required Central Contractor Registration. The clauses at
FAR 52.212-5, Contract Terms and Conditions Required To Implement
