Development and Engineering Center has a requirement for approximately
50,000 cartridges, 40 millimeter, Non-Lethal, M1006. A Performance
Specification will be used for this acquisition. A Government Technical
Data Package for a conforming, verified cartridge configuration will be
provided as reference. Option quantities of approximately 500,000 total
rounds are contemplated for this acquisition. This acquisition shall be
conducted on a full and open competitive basis. The Government intends
to make a contract award based upon the best value to the Government.
No Government Furnished Materials will be provided. The Government
reserves the right to award any resulting contract to other than the
lowest priced offeror, without discussions with any offeror, or to
other than the offeror with the highest technical rating. The
Government reserves the right to make no award, one award, or more than
one award. In order to obtain the reference Government TDP, offerors
must sign non-disclosure agreements and must be eligible to obtain
export controlled technical data in accordance with controlling DoD
office in Certified Contractor, 95-02-07. Drawings for applicable
manufacturing specifications will be provided. Funding for this effort
is subject to availability of funds. Any responsible, interested
