plans to issue a sole-source, performance-based Request for Proposal
(RFP) for the period of January 31, 2000 through January 30, 2001 to
extend the current contract for support services of the Flight
Simulation Facilities at Langley Research Center. This support includes
the following services: (1) development, programming, verification,
validation, configuration management and documentation of real-time
simulation programs; (2) the design, maintenance, modification,
calibration, and operation of flight simulation equipment; (3) the
maintenance of specialized computer facilities and peripheral equipment
in the Flight Simulation Facilities; and (4) the maintenance of the
high-speed real-time data communications networks. Following this
12-month extension, it is the Government's intention to compete the
follow-on performance-based contract commencing February 1, 2001. NASA
LaRC intends to negotiate the 1-year extension with Unisys Corporation
of McLean, VA. The statutory authority for other than full and open
competition is 10 U.S.C. 2304(c)(1), "Only One Responsible Source." A
compelling need exists to maintain continuity of contracted services
through the completion of a critical simulation facility upgrade.
Unisys, as the incumbent contractor, has been responsible for major
portions of the design, construction, testing, verification, and
validation of the hardware and software for this upgrade. It is likely
that award to any other source for the one-year extension would result
in unacceptable delays in fulfilling requirements for critical research
being conducted under the Agency's Aviation Safety and Airframe Systems
Programs, and a substantial increase in cost to the Government due to
initial familiarization and learning curve associated with the
development of the new simulation facilities. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. RFP
will be released on or about 60 days after publication of this synopsis
in the CBD. Firm date for receipt of proposals will be stated in the
RFP. All responsible sources may submit a proposal which shall be
considered by the agency. An Ombudsman has been appointed, See Internet
Note "B". Interested firms have 15 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. See Note 22. Any
