This requirement is for a source of scientific and engineering expertise to supply independent assessments, evaluations and recommendations regarding public key infrastructures (PKIs) that are independent, beyond the influence of market-generated profit motives, and tailored to the specific needs and goals of DISA. It is mandatory that the contractor personnel possess expert knowledge and experiences in public key technologies, and public key infrastructures. Specialized experiences in Internet/Web technologies and Web Browsers (especially Netscape and Microsoft Internet Explorer); Knowledge of IETF and W3C security and PKI standards; Federal and DOD standards for PKI products and interoperability and experience working with the DOD Medium Assurance Public Key Infrastructure. This synopsis is a notice of intent to issue award other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW Far 6.302-1 and 10 USC 2303(c)(1) and is solely at the discretion of the Government.
