kc116y@nih.gov. The Office of Science Policy and Analysis of the
National Institute of Dental and Craniofacial Research (NIDCR) is
conducting a market survey to assess the availability and potential
technical capability of small business firms to develop a data resource
center that can take advantage of existing data and utilize new
technologies for data dissemination. The mission of the NIDCR is to
improve and promote dental, oral, and craniofacial health through
research. Important components of this mission include ensuring the
adequacy of surveillance systems, having the capacity to assess
knowledge, opinions and practices of the public and practitioners, and
analyzing and upgrading processes for routine data acquisition,
analysis, and dissemination on an ongoing basis. The Data Resource
Center is designed to serve as a resource for NIDCR staff and key
partners of the Institute by identifying, describing, acquiring,
maintaining, using, analyzing, and preparing for dissemination data
from of a wide variety of databases relevant to dental, oral and
craniofacial health. This information will be useful to NIDCR and key
partners of the Institute in a variety of ways including policy
assessment and development, program presentation, planning and
evaluation. Specific tasks of this project include: 1) Generate a
catalogue of all existing relevant databases; 2) Develop an archive of
procedures and methods used in oral surveys; 3) Evaluate selected
databases for purposes of acquisition and analysis; 4) Acquire selected
databases and related documents from dental, oral, and craniofacial
surveys; 5) Study the feasibility of web-based query system
development; 6) Develop an annual report of health statistics; 7)
Produce other reports and responses as needed; 8) Facilitate management
of the Data Resource Center Oversight Committee; and 9) Conduct
transfer of activities at the end of the contract. Small business firms
having demonstrated experience in performing the same or similar
requirements are invited to submit tailored capability statements which
will be considered based on the following criteria: 1) Firms must be
able to provide a multidisciplinary staff. Senior staff include a
project manager, librarian or informatics specialist, senior
epidemiologist, biostatistician, senior computer programmer, and
technical information specialist (web based applications). Other staff
will be needed including a junior epidemiologist, junior computer
programmer, technical and logistic support personnel including
technical writers, graphic and software designers, data entry
personnel, data managers, computer system maintenance, and secretarial
support; 2) The firm=s senior multidisciplinary staff must have
expertise in the field of dental or chronic disease epidemiology,
conducting statistical studies in epidemiologic and/or public health
contexts using complex databases; 3) Previous corporate experience in
managing similar or related contracts, including appropriate management
plans, quality control procedures and results, and timely delivery;4)
Firms must have adequate facilities, state of the art information
technology equipment, and staff skilled in technical writing,
programming experience using statistical software such as SAS and
SUDAAN programming, and be familiar with the UNIX operating system; 5)
Firms must demonstrate experience in the identification, acquisition,
cataloging, management, and use of complex databases involving health
status; utilization of health care services; health interviews;
knowledge, attitudes and behaviors; national and state registries; and
supporting training material and documentation; 6) Firms should have
an awareness and understanding of the complex issues specific to oral,
dental and craniofacial health status as well as the health conditions
or characteristics that influence or are influenced by oral, dental, or
craniofacial conditions; 7) Firms should have expertise in dealing with
target audiences of interest to the NIDCR, including other federal
agencies, state and local governments, academic centers, and private
organizations; 8) Firms must be within geographic proximity to the
Washington, DC area in order to accomplish the work required for this
center. In order to best support the work for the data resource center,
personnel will need to be available as a resource on a continuous as
needed basis thereby necessitating the geographic restriction; 9) The
firm=s status as a small business under Standard Industrial Code 8731,
with a size standard of 500 employees or less. The intended
procurement is a new requirement. The government intends to negotiate
one contract for a period of 5 years. This is not a Request for
Proposals (RFP) and responses should not include budgetary information.
Firms responding to this market survey should provide pertinent
information (original and six copies) to the requirements mentioned
above within fifteen (15) calendar days from the date of publication of
