NASA/LaRC plans to issue a Request for Quotation (RFQ) for design and delivery of 3 test articles which represent the existing inflatable column design for the ISAE flight experiment, fabricate 3 inflatable-column test articles of the design developed above, provide material remnants of fabricated columns to LaRC for material testing, provide engineering drawing(s) for the inflatable-column test articles that define the overall dimensions of the test articles, provide material and design specifications for the inflatable-column test articles. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from ILC Dover, Inc., Frederica, DE, unique supplies available from only one source. ILC Dover, Inc. is under contract with the Jet Propulsion Laboratory (JPL) to design and fabricate components for the ISAE solar array demonstration article. In support of the ISAE development program, Langley Research Center is conducting analysis and testing on the structural performance of the ILC-Dover-developed, ISAE inflatable columns. ILC Dover, Inc., is the developer and sole commercial provider of the ISAE inflatable columns. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
