synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The following Dektak
products or equal are to be acquired: ITEM 1: 1 ea. DEKTAK 3 ST AUTO I
SURFACE PROFILER, Part Number 173004 or equal. The Salient
Characteristics for an equal item are as follows:STANDARD FEATURES: 1.
Scan head with 6 inch precision motorized sample stage. 2. Solid state
color camera. 3. 60 to 420X motorized zoom optics. 4. 2.5 Micron
stylus. 5. Minimum computer requirements: Pentium MMX PC System
including a. 15 inch Super VGA color monitor; b. 2.1 GByte Hard Drive;
c. 1 Parallel and 2 Serial Ports; d. Mouse; e. Keyboard; f. Microsoft
Windows 98 Operating System. MINIMUM PROFILER CHARACTERISTICS: 1.
Sample Stage Diameter equals 6.5 inches +/- .5 inch. 2. Scan Length
Range equals 50 Microns to 50 Milimeters. 3. XY Stage Translation
equals 76 MM X 152 MM. 4. Sample Positioning equals Motorized. 5.
Vertical Data Resolution equals 1 Angstrom Maximum. 6. Vertical Range
equals 131 Microns Maximum. 7. Step Height Repeatability equals +/- 10
Angstroms, 1 Sigma typical. 8. Data Points Per Scan equals 8000
Minimum. 9. Sample Viewing equals 60 to 420X Color video. 10. Zoom
Optics Adjustment equals Motorized Zoom. 11. Stylus tip Radius equals
2.5 Micron Standard. ITEM 2. 1 Ea. Dektak 3 ST Auto I Surface Profiler
Vibration Isolation Platform, Part Number 085620 or equal. The Salient
Characteristics for an equal item are to meet the form, fit and
function of the Dektak 3 ST Auto I Surface Profiler Vibration Isolation
Platform. ITEM 3. 1 Ea. Clean Room Instruction Manual,Part Number
173009 or equal. The Salient Characteristics for an equal item shall be
an instruction manual for clean room operation. ITEM 4. 1 Ea. Dektak 3
ST Auto Surface Profiler Sub-Micron Radius stylus (Green Color Code)
Stylus, Part Number 139331 or equal. The Salient Characteristic for an
equal stylus shall meet the form, fit and function of the surface
profiler. The provisions and clauses in the RFQ are those in effect
through FAC 97-11. The SIC code and the small business size standard
for this procurement are 3826 and 500 employees, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to GRC is
required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact [or bid distribution office, by the date/time specified and
include, solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. Addenda
to FAR 52.212-1 are as follows: 1852.211-70 Brand Name or Equal (DEC
1988). If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

Alt.1. Questions regarding this acquisition must be submitted in
writing no later than June 8, 1999. Quotations are due by 4:30 local
time, June 11,1999 to the address specified above and to the attention
of the Bid Depository. Award will be based upon overall best value to
the Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". (Prospective quoters shall
notify this office of their intent to submit a quotation . It is the
