Information Agency=s International Broadcasting Bureau (IBB) has a
requirement to procure four (4) each Digital TV Motion Vector Standards
Converter for its Voice of America (VOA) broadcasting service. Each 10
bit bidirectional MV Standards Converter will be used to provide high
quality digital conversion of NTSC Standard TV program signals to PAL
and SECAM Standard TV program signals for distribution via satellites
to audiences worldwide. The subject digital TV Standards Converter
processing system must be capable of successfully scanning various
parameters as incoming formats, converting them into a digital bit
stream, storing the digital data in memory and either up or down
converting the TV signal to the appropriate new output signal. USIA
intends to issue a RFP solicitation document for this negotiated
firm-fixed price procurement requiring the delivery of off-the-shelf
commercially-available broadcast professional equipment in accordance
with the format specified in FAR Subpart 12 entitled AAcquisition of
Commercial Items@ that satisfies the following INPUT specifications:
(1) TV Stds: PAL, PAL-M, PAL-N, SECAM, NTSC, NTSC 4.43; (2) TV Std
IDAutomatic and Manual; (3) Composite Video Input 1 Vp-p/ 75 ohm BNC
looping input; (4) Y/C Input 4-pin connector female for S-VHS, HI-8,
and BetaCam SP; (5-6) Y/U/V/S Input and R/G/B/S capable of 75 ohm BNC
looping inputs with internal system synchronization, external
synchronization through Y+S and external synchronization through
composite sync; (7) Two independent Serial Digital Video inputs, each
with following features: D1, 75 ohm BNC, CCIR 601, 270 Mb/s; (8)
Digital Serial Input Processing with reclocking and automatic cable
equalization; (9) Genlock -- 2 inputs: 1Vp-p/75 ohm BNC for 50Hz and
another for 60Hz. OUTPUT specifications are similar to INPUT with
exception of 2 Composite Video Outputs each capable of 1Vp-p/75 ohm BNC
and a Digital Driver Performance based on Serial: 250 meters, provided
a high quality coax cable is used. PROCESSING specifications incl: (1)
TBC Full frame; (2) Bandwidth 5.5 MHz; (3) Noise Reduction -- Digital
adaptive frame based recursive noise reduction, up to 20dB Median
Filter, 7 stage operation, 3 dimensional/2 dimensional; (4) Signal
Decoders -- Line Comb-filter, Frame Comb-filter, Field Comb-filter, all
digital adaptive, TBC; (5) Function to process unstable signals; (6)
Conversion Aperture -- Motion vector interpolation/switchable to linear
aperture interpolation; (7) Quantizing Scheme L/C -- 10 bit resolution,
4:2:2 luminance and chrominance; (8-9) Sampling Frequency (13.5 MHz
Luminance) and (R-Y/B-Y, 6.75 MHz Chrominance) ; (10) Chrominance
Modulation -- PAL: R-Y/B-Y Axis, NTSC: I/Q Axis; (11) Detail
Enhancement C Digital, horizontal, vertical; (12) 2% differential gain;
(13) 2 degrees differential pahase; (14) Signal to Noise -- 60dB CCIR
weighted, flatfield; (15) Picture Size: 4:3 with variable zoom
function; (16) Audio Delay Time: PAL/PAL=140 milliseconds,
NTSC/NTSC=115 milliseconds, PAL/NTSC=143 milliseconds, NTSC/PAL=128
milliseconds. POWER specifications: (1) AC Voltage AV 100VAC to 240
VAC, -10%/+6%; (2) AC Line Frequency: 50/60 Hz and (3) 290Watts Power.
Qualified manufacturers and suppliers of professional broadcast
quality systems may request a copy of the subject RFP by submitting a
written request to the Contracting Officer at the above-listed address
or via facsimile 202-205-5466. USIA intends to issue a commercial
acquisition type solicitation document (RFP) for this negotiated
firm-fixed-price procurement by June 8, 1999 with a proposal response
date of June 22, 1999. All RFP questions must be received in writing or
via facsmile by the USIA Contracting Officer within 15 calendar days
after issuance of the subject RFP. Offers must be in writing and
accompanied by completed representations and certifications or they
will be rejected. Oral offers will not be accepted. The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation is the most
advantageous to the Government, price and related factors. Please be
advised that this award may be made without discussion. All responsible
sources may submit a written proposal in response to the forthcoming
solicitation document, and all proposals satisfying RFP requirements
