requirement for the United States Air Force Research Laboratory (AFRL)
in the following areas: Engineering analyses and drawings on High
Pressure Control and Remote Operated Valves. AFRL will use the analyses
and drawings to procure High Pressure Control and Remote Operated
Valves in support of Test Area 1-120 and Test Stand 2A build-up
activities. In the near future, AFRL will procure high-pressure (8500
and 10000 psig) control and remote operated valves for use in liquid
and gaseous oxygen, hydrogen, and nitrogen. The valves shall be globe
style and will be either hydraulically or pneumatically actuated. Full
stroke actuation times vary from 1000 to 3000 milliseconds. Valves
used in hydrogen and nitrogen service will be fabricated from stainless
steel; valves used in oxygen service wi ll be fabricated from Monel
400. The valves will be remotely operated, provide position feedback
information, and will be required to fail in a predetermined position
upon loss of either actuation pressure or electrical power. Valves will
meet either Class V or VI shutoff for leak tightness. Valves for use in
oxygen service will be required to be constructed from materials (Monel
400) that will not ignite in a high-pressure oxygen environment, and
other softgoods that meet stringent batch testing requirements to
demonstrate they will not ignite in high pressure oxygen. Valves will
be precision cleaned in accordance with MIL-STD-1246C level 300 or
300E. The work will entail engineering and design of the valves,
procurement of materials, fabrication and testing of the valves, and
shipping the valves to the AFRL. Special Requirements: Offerers shall
have a minimum of 5 years experience with the design and fabrication of
high pressure control and remote operated globe-type valves in high
pressure gaseous and liquid cryogenic service; Welding, and weld
inspection shall be performed in accordance with the requirements set
forth in ANSI B31.3; Testing of softgoods used in high pressure oxygen
service must meet the requirements of ASTM D251; and offerors must be
able to precision clean, and provide a cleaning certificate for each
valve in accordance with MIL-STD-1246C level 300 or 300E. The
Government anticipates awarding an Indefinite Delivery -- Indefinite
Quantity (IDIQ) contract to cover purchase of high-pressure control and
remote operated valves. The standard industrial classification code is
3492. This acquisition is unrestricted. This acquisition is being
accomplished under FAR part 13 procedures, Acquisition of Commercial
