The Air Mobility Command (AMC) Contracting Flight anticipates negotiating on a sole source basis with Rockwell Collins Government Systems (Rockwell Collins), Cedar Rapids, Iowa to acquire 2 each Desktop Flight Management System/Flight Display System Trainers for the USAF C-9 user community. The Government plans to purchase the trainers by modifying existing contract FA4452-99-C-0002 to increase the total trainer order to 5 each. As the designer, developer and manufacturer of the Flight Management System 800 already installed on the aircraft, only Rockwell Collins has the requisite knowledge, experience and technical data required to successfully complete and program the trainers without compromise to the training provided and without causing unacceptable delays in meeting the Air Force's operational requirements.
