Reduction Agency has a requirement for Position Classification Services
in support of the Directorate of Personnel. It is estimated that 100
positions need to be reviewed, Position Descriptions (PDs) updated,
rewritten, or established. The Period of Performance is estimated to be
from contract award plus six months. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This notice constitutes a Request
for Quotation (RFQ) for the following: RFQ Number, DTRA01-99-T-0004.
It is requested that you provide a price quotation for the subject
services to the undersigned no later than 12:00 PM EST, 8 June 1999.
Facsimile transmission of your quotation is not acceptable. The price
quotation should be reflected as a fully burdened cost per hour rate.
With the price quotation, the offeror shall provide the resumes of
prospective contractor employees supporting this effort. The offeror
shall provide past performance information of previous Government
contracts which are relevant to the effort required by this RFQ. Past
Performance information shall include an Agency name, Contract Number,
Point of Contact, telephone number, and fax number. Services are
required as described in the following Statement of Work: The
Contractor shall conduct supervisory audits, conduct incumbent audits,
review Position Descriptions and rewrite, if required, craft Position
Descriptions, Prepare Classification Evaluations, prepare reports that
represent audit notes (supervisory and incumbent), Collect work
examples, and Conduct position management evaluations, if required.
Contractor shall deliver to DTRA a complete package, when requested,
that includes: 1. Position Description 2. Evaluation 3. Audit reports
from incumbent and supervisor 4. Work examples as appropriate. When
work is picked up by the Contractor, a reasonable completion date will
be given by DTRA. Completed work will be reviewed by DTRA and, if
necessary, shall be returned to the Contractor for rework. Contractor
shall rework any returned work and return to DTRA at an agreed upon
time. Performance of the requirement may require the use of the
following skills: ability to classify, evaluate, review, draft, and
develop position descriptions in accordance with OPM, DOD, and other
federal policies and procedures. To perform these tasks, the Contractor
shall select applicable classification standards and analyze duties
against levels in the standard(s), and recommend the appropriate title,
series, and grade of the position. The Contractor shall identify and
make recommendations regarding position management issues and the need
for additional information. The Contractor shall prepare audit
questions for supervisory, employee, or questionnaire audits. The
Contractor shall evaluate responses, and make recommendations to
finalize title, series, and grade level determinations. The Contractor
shall make recommendations and document determinations regarding
position status, Fair Labor Standards Act, financial statements,
position sensitivity, supervisory/managerial status, and competitive
level; based on the duties and responsibilities of the position. The
Contractor shall prepare evaluation plans in accordance with the DTRA
personnel office policy. The Contractor shall perform studies to review
various personnel management aspects of the organization. The
Contractor shall identify position management issues, conformance with
National Performance Review initiatives, the need to update/revise
position descriptions, etc. The Contractor shall prepare reports on
findings and make recommendations for needed changes. 3. LOCATION. All
services required shall be performed off-site at the Contractor's
facility. Projects shall be picked up by the Contractor from the
Defense Threat Reduction Agency, Customer Support Unit (CSU) of the
Directorate of Personnel, Civilian Operations Section Office located at
45045 Aviation Drive, Dulles International Airport, Dulles, Virginia
20166-7517. Finished projects shall be delivered to the Defense Threat
Reduction Agency at the same address. 4. GOVERNMENT FURNISHED
EQUIPMENT -- None. All equipment, materials and office space shall be
provided by the Contractor. 5. CONTRACTOR RESPONSIBILITIES. The
Contractor shall be the employer for all personnel furnished to DTRA
under the purchase order and shall provide all required recruiting,
training, insurance, bonding, security clearances, transportation to
and from the job (unless provided by the employee) and any other items
directly related to the employment. The Contractor shall be
responsible for all withholdings, health and other benefits, workers'
compensation, payments and benefits, overhead, and all payroll costs
and contributions. 6. LANGUAGE REQUIREMENTS. Fluency in the English
language is required for contract performance. 7. HANDLING OF SENSITIVE
INFORMATION. Employees of the Contractor may, on occasion, be required
to handle information of a personal and sensitive nature. Therefore,
the Contractor shall ensure that its employees comply with the
confidentiality regulations and other guidance furnished by the
component DTRA office where the work is performed. 8. SKILLS/EXPERIENCE
REQUIRED. The Contractor shall provide qualified personnel that meet
the minimum skill requirements identified to perform work in the
capacity specified below: An in-depth knowledge of the principles,
concepts, and practices of the civilian personnel law as defined in
Title V of the United States Code; the Code of Federal Regulations, and
OPM regulatory guidelines and procedures. Thorough knowledge of
personnel position management and classification. The ability to
perform studies and analysis in order to evaluate organizational and
position structure, position management issues, and individual job
requirements; to identify potential problem areas and inefficiencies,
develop recommendations for new methods and approaches; and provide
options/recommendations for operational procedural changes and
improvements. Expertise in verbal and written communications; skill in
writing and knowledge of English grammar in order to prepare position
management reports, and classification evaluations. Ability to meet
and deal with personnel at all echelons of the organization. Employees
of the Contractor shall not be permitted access to DTRA facilities
unless they are under escort of a DTRA employee and only for official
purposes. Employees of the Contractor shall not take personal guests or
visitors into DTRA facilities. Contractor personnel, performing work at
DTRA facilities, may be subject to random inspections of briefcases,
handbags, luggage, athletic bags, packages or other similar container
by DTRA Security Office personnel, in accordance with DoD directives.
This notice serves as the only solicitation; quotations are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Threshold (SAT) portion of the Federal Acquisition Streamlining Act
(FASA). The procedures identified in FAR 13.106 apply to this
acquisition. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular
97-11. The provision at 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. Offers will be evaluated on
the basis of technically acceptable lowest price. Technical
Acceptability will be determined by key personnel qualifications based
on resumes submitted and satisfactory past performance. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition and the additional FAR clauses cited in the
clause are applicable to this acquisition as follows: 52.222-3, Convict
Labor (E.O. 11755); 52.233-3, Protest after Award (31 U.S.C. 3553),
52.222-26, Equal Opportunity (E.O. 11246); 52.222-365, Affirmative

4212). The DFARs Clause at 252.204-7004, Required Central Contractor
Registration (Mar 1998) applies. This acquisition is 100% set-aside for
small business. The Standard Industrial Classification Code is 8742 and
