request applications from registered U.S. PVOs, cooperatives,
universities and for-profit firms. While for-profit firms may submit
applications, it is USAID's policy not to award fees/profits under
assistance instruments. The award will result in a Cooperative
Agreement (CA) to be incrementally funded, subject to the availability
of funds. Since 1994, the United States Agency for International
Development in Kampala, Uganda (USAID/U) has supported activities to
increase service utilization and change behaviors related to
reproductive, maternal and child health through the "Delivery of
Improved Services for Health" (DISH) Project. DISH activities have
included training and supervision in the provision of a wide range of
integrated reproductive health services, maternal and infant nutrition,
communication activities in these areas, and the institutionalization
of the Ministry of Health's Health Management Information System at the
district level. DISH has been implemented in 12 of Uganda's 45
districts. This follow-on to DISH is estimated to begin on October 1,
1999 and continue through September 30, 2002. Subject to future USAID
and recipient concurrence and availability of funds, this CA may be
extended up to September 30, 2006. The program to be funded under the
CA will include: (1) the development of sustainable systems for
in-service training and supervision for nurses, midwives, medical
assistants and nurse aids in the provision of a package of essential
reproductive, maternal and child health services; (2) information,
education and communication activities related to these activities; (3)
improvements in district-level health planning capability to sustain
these activities; and (4) the further development of evaluation,
health-information and drug-supply systems (including contraceptives),
largely at the district level. In addition to continued support for
training, supervision and IE&C related to reproductive health, USAID
wishes to support the integrated management and prevention of major
child illness (including malaria, diarrheal disease, and respiratory
infections); improved immunization coverage; and improved child
nutrition, including improved growth monitoring and reduction of
vitamin A deficiency and anemia. These child health and nutrition
services will be integrated with reproductive and maternal health
services to form an integrated package of essential services. The
Recipient may implement activities directly and/or through sub-awards
to U.S. or non U.S. organizations/NGOs. Total funding is expected to be
US$16,000,000 for the base period (October 1, 1999 through September
30, 2002). USAID expects to issue the RFA on/about June 16, 1999.
Applications will be due at USAID/Kampala by close of business July 30,
1999. All questions related to this notice and requests for a copy of

above, or by downloading from USAID's web site. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk. No telephone requests
will be honored. Please note that requests for RFAs via the postal
system may take up to two weeks from mailing in Uganda via the State
Department pouch to receipt in the U.S. Thus it is preferred that
interested applicants download the RFA off of the Internet or receive
