Range Instrumentation System Program Office is extending work on a
current contract (F08626-95-C-0112) to provide product support on a
time-and-materials basis for the hardware and software operation and
maintenance, and cost (without fee) for the associated travel and
computer resources/time, of the prototype Translator Processing System
(TPS) units developed under contract F08635-85-C-0083. The prototype
units consist of four distinct systems (hardware and software): (1) the
Four Vehicle Tracker TPS, (2) the Test Support Equipment TPS, (3) the
Single Vehicle Tracker TPS, and (4) the Engineering Test Article TPS.
This product support for all TPS units includes but is not limited to
the following: (1) configuration control, (2) mission support, (3)
field engineering support, and (4) depot repair. Details of the four
areas of product support are as follows: (1) The contractor shall
provide configuration control of the hardware and software using
section 5.4 and appendices D, F, and G of MIL-STD-973,as a guide, (2)
The contractor shall provide on-call mission support. (3) The
contractor shall provide on-call field engineering and technical
support to the Government in order to operate and maintain all TPS
units. Operating locations for TPS units shall include but not be
limited to: (a) Kwajalein Missile Range FAS, (b) White Sands Missile
Range NM, (c) Eglin AFB FL, (d) Vandenburg AFB CA, (e) Patrick AFB FL,
and/or (f) Wallops Island VA. The contractor shall provide on-site
field engineering support at the TPS location(s) for short periods of
time in order to support critical or prolonged operations. The
contractor shall report to the operating location within 72 hours after
being notified by the Government. The contractor shall provide all
labor, services, supplies, support equipment, and technical data that
are not available on site. Field engineering and technical support
shall include but not be limited to: (a) organizational and
intermediate level maintenance and assistance in the operation of TPS
units, (b) production of interface control documents for integration of
TPS(s) at new site locations, and (c) training range personnel in TPS
operations. Field repair shall be accomplished utilizing Government
furnished spares. (4) The contractor shall provide for the repair of
failed items returned to the depot (contractor's facility). Depot level
repair shall be accomplished in accordance with technical manuals,
contractor or original supplier procedures. Acceptance, quality, and
configuration control of depot repaired items shall be accomplished
through use of Government approved procedures for TPS equipment. A
technical data package for the TPS prototype systems (hardware and
software) is not available. The prototype TPS systems to be supported
have been developed, tested, and supported by Interstate Electronics
Corporation (IEC) for a military environment. IEC is currently
providing product support for this prototype TPS equipment through 15
Jun 99. IEC, as developer of the prototype TPS systems, is the only
known supplier for this procurement. The Government will negotiate on
a sole-source basis with IEC in accordance with FAR 6.302-1 within
thirty (15) days after the publication of this notice. A determination
not to open the requirement to competition based on responses received
to this notice is solely within the discretion of the contracting
officer. This synopsis may represent the only notice of this action.

882-3226. An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
