The Naval Air Systems Command released a DRAFT solicitation N00019-99-R-1169 on the NAVAIR website on 24 February 1999 (See CBD Notice W-055 SN301661. This was to solicit comments from industry about the proposed solicitation. The above section L has now been published under the draft solicitation website. We are still asking industry for comments regarding the solicitation, expecially how the proposed solicitation may be reoriented to commercial practices. The Naval Air Systems Command does not intend to procure the services under Part 12 of the Federal Acquisition Regulation. However, we are interested in streamlining the process wherever possible. The final solicitation is expected to be released in mid to late June. In addition, responses to industry questions and comments have been included on the same web site. The responses are provided for information only. If there is any conflict between the responses and the final solicitation, the final solicitation will take precedence.
