E-MAIL: Vicky Dawson, dawsonv@eglin.af.mil. SUSTAINING ENGINEERING SERVICES FOR THE 16TH TEST SQUARDRON. The Air Aramement, 16th Test Squadron (TS), is contemplating the award of a sole source Firm Fixed Price (FFP) contract for one year with four one-year options to Northrop Grumman Corporation, Military Aircraft Systems Division, 8900 E. Washington Blvd., Pico Rivera, CA 90660-3737. This acquisition is being pursued on a sole source basis because Northrop Grumman retains the engineering database required to perform the efforts required. They are the aircraft integrator and are the only contractor to have established, operated, and maintained a complete integrated AN/APR-50 test facility. Their unique fully-integrated, system-level test knowledge and experience make them the only contractor that can fulfill this requirement. Tasks consist of responses to recurring and non-recurring engineering tasks in support of B-2 electronic warfare (EW) operational test requirements. Planned taskings will directly support the maintenance, operation and technical capabilities of the AN/APR-50 mockup and associated support equipment located in and/or supporting the 16 TS to include flight test requirements. This contract includes all 16 TS B-2 AN/APR-50 support equipment requirements and associated data collection, reduction, and analysis hardware and software. Period of performance is from the date of contract award through 31 Aug 2000 with the option to purchase additional years up to 60 months. Prior to performance, all contractor personnel must be United States citizens and possess Secret security clearances. Some personnel performing under this contract shall maintain a TOP SECRET special access required (SAR) security clearance. Contractor must have a prior and detailed working knowledge of the design, operation and maintenance of the AN/APR-50 hardware and software, including Mission Data Files (MDFs); full integrated AN/APR-50 system-level testing; the 16 TS test laboratory requirements; B-2 AN/APR-50 special test equipment; special B-2 instrumentation and data reduction hardware and software; and B-2 aircraft systems and their interfaces with the B-2 AN/APR-50 system. The contractor must be familiar with the technical theory and application of VAX architecture and programming, Versa Modular European (VME) based computer systems, X-windows programming and applications, ETHERNET local area networks, and Military Standard 1553B data bus operations. Prospective offerors should have a working knowledge of EW principles and equipment to include radar receiver and transmitter systems, advanced digital signal processing and transmission line, antenna and electromagnetic wave theory.
