combined synopsis/solicitation for commercial items prepared in
accordance with Federal Acquisition Regulation Subpart 12.6 for
commercial items as supplemented with additional information included
in the notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request for Quote.
Solicitation number F05611-99-Q1523. This solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquisition Circular 97-11. The Standard Industrial Classification
Number is 8731 and the business Size Standard is 500 employees.
Offerors must comply with all instructions contained in provision
52.212-1, Instructions to Offers-Commercial Items. The proposed
contract action listed here is approved sole source for Terrence Simon,
Minneapolis, MN 55455. Firm Fixed Price. Description: Produce research
measurements in a low-pressure turbine environment as simulated in the
Cascade Wind Tunnel in the USAF Academy Department of Aeronautics
Laboratory. Contractor will deliver Gas Turbine Airflow and Heat
Transfer Research Measurements in the Low Pressure Turbine Environment.
Researchers within this laboratory are currently studying the effects
of elevated approach flow disturbance levels on gas turbine airflow;
transition from laminar flow to turbulence, separation of the boundary
layer, and heat transfer. The additional measurements that will be
provided by this effort will greatly increase the body of critical
knowledge that is needed by jet engine design engineers and will
provide direct support to long-range, mission-essential research
objectives of the Air Force Research Lab/Propulsion Directorate. The
period of performance is from 14 JUN 1999 through 3 SEP1999. The
contractor shall perform boundary layer profile measurements of
velocity, turbulence intensity level, turbulence length scale, and
intermittence at an existing Reynolds number, free stream turbulence
level, andintermittence condition. Repeat boundary layer profile
measurements of velocity, turbulence intensity level, turbulence length
scale, and intermittence at a different Reynolds number, free stream
turbulence level, and intermittence condition. Contractor shall perform
analysis of data and evaluation of transition and separation models.
Contractor will evaluate techniques for influencing transition such as
selected roughness and boundary layer blowing or suction.
Deliverables: a final report that contains tables and figures
presenting the measurement results listed above. The report will also
include the data analysis and interpretation of the results. The final
report will be delivered on or before 30 SEP 99. The contractor shall
not be required to be available on days recognized on base as federal
holidays, on other similar "down" days or on days when he is not
