joan.butterfield@dtra.mil. The Defense Threat Reduction Agency (DTRA)
anticipates awarding a cost-plus-fixed-fee contract to Constellation
Technology Corporation (CTC) on a sole source basis for research,
development, testing, operation and transfer of technologies associated
with mercuric iodide production capability and packaging for use in
radiation detector advanced sensor systems. The developments will be
explicitly tied to furthering the United States Government's ability to
monitor the proliferation and use of weapons of mass destruction and
advance technologies in nuclear nonproliferation. CTC is uniquely
qualified for this acquisition based on expertise and facilities that
allow the achievement of development, testing, and comparison of
various detector systems, and conduct of arms control related analyses.
CTC possesses mercuric iodide crystal manufacturing and detector
capabilities which have enabled them to develop a unique approach to
bulk mercuric iodide crystal growth. This has resulted in high quality
large area crystals for detector applications. CTC's capabilities
utilize specialized expertise with miniaturized and electromechanically
cooled high purity germanium, mercuric iodide, and Xenon radiation
detectors, along with a unique approach to gamma spectroscopy using a
patented software analysis program integrated into their detectors. The
developments will quantify advances in nuclear spectroscopy, such as
sensitivity; energy resolution; collection time; standoff distance;
noise and background levels; isotope identification; size, weight,
power and cooling requirements, and user interface. The anticipated
award will include a one-year base period with an option to extend
services for one year. The security clearance level for the facility
