Institute of Standards and Technology has a requirement for a laser
system. The laser will be used to generate acoustic waves for
investigating the elastic properties of surfaces. The laser system
shall, as a minimum include: pulse width, 150-250 picoseconds,
desirable but not required: pulse width variability (approximately
50-200 ps); pulse width stability, 5 percent or less; wavelength,
520-540 nanometers (532 nm preferable); pulse energy, software
adjustable, minimum acceptable range: 0.2-2.0 mJ per pulse. Desirable
range: 0.1-10.0 mJ; repetition rate, at least 10 Hz, higher is
preferable; energy stability, 7 percent or less (entire energy range);
contrast ratio, 200:1 or higher; beam diameter, 3-9 millimeters;
delivery time, within 4 months, shorter is preferable; voltage, 120 or
240 V AC; water, acceptable: city water, flow rate 2.5 gallons/min.
maximum, desirable: self-contained with no need for running water. All
interested sources should have an established service department
residing in the USA that can repair the equipment with minimal
downtime. These are the only specifications. There is no bid package
available. Interested sources must submit a written qualification
statement, equipment specifications, along with the quote by June 10,
1999. Responses must reference Synopsis No. NB853000903052JW. This
announcement/solicitation is being issued under the Simplified
Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award
decision will be based upon the best value to the Government, with
technical merit and past performance being significantly more important
