Murray, J.S.MURRAY@larc.nasa.gov. NASA/LaRC plans to issue a Request
for Offer (RFO) for Technology Assessment and Commercialization
Services. The NASA Technology Transfer Program consists of a range of
mechanisms for transferring NASA technology for dual-use and secondary
applications in the public and private sectors of the U.S. economy.
NASA requires the technical and business expertise of a Contractor in
identifying commercially viable technologies and developing technology
transfer partnership opportunities with organizations in these
external sectors in support of all NASA Field Centers. In accomplishing
the scope of work, the Contractor shall provide services for the
following subject matter area(s) (SMA): A. Assess NASA Technology
Strengths and Weaknesses, and Commercial Potential B. Develop
Technology Marketing Strategies C. Implement NASA-Selected Marketing
Strategies and Tactics D. Support NASA Patent and Copyright Licensing
Activities E. Perform Technology Intelligence Studies F. Provide
Technology Commercialization Training G. Develop and Implement
Partnerships with Industry Associations and Consortia. The Contractor
shall provide integrated technical support services to all NASA Field
Centers to accomplish program objectives. The program is designed to
provide a synergy of technology transfer assistance throughout the
technology development and commercialization cycle. Additionally, the
program will be performed across industry, technology, and public
sector areas including Health Care, Transportation, Environment and
Energy, Computers and Communications, Manufacturing, and Materials and
Structures. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The SIC Code and Size Standard are
8731and 500 employees, respectively. The DPAS Rating for this
procurement is DO-C9 The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-11 All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about June
15, 1999 with an anticipated offer due date of on or about July 15,
1999 An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
