AMENDMENT NO. 2 TO BAA 98-29-MLK IS AS FOLLOWS: (1) Air Force Research Laboratory (AFRL), Wright Research Site (WRS), (AFRL/SN), SENSORS DIRECTORATE, is interested in soliciting WHITE PAPERS in the research areas described below. There will be no other solicitation issued in regards to this particular requirement. All WHITE PAPERS submitted shall be in accordance to this amendment and technical area. This amendment to the solicitation consists of two steps: the FIRST STEP solicits the submission of WHITE PAPERS in response to the technical areas identified below, and a rough order of magnitude (ROM) cost. These WHITE PAPERS will be evaluated by a government team that will determine which of the WHITE PAPERS have the most promise of meeting Air Force needs. Offerors will be notified of the disposition of their WHITE PAPERS. Those offerors submitting WHITE PAPERS assessed as meeting Air Force needs will be asked to submit technical and cost proposals. The SECOND STEP, consists of offerors submitting technical and cost proposals within 30 days of the proposal request. After receipt, proposals will be evaluated, and the selection of one or more sources for award will be based on an evaluation of an offeror's response (both technical and cost aspects) to determine the overall merit of the proposal. The technical aspect, which is ranked as the first order of priority, shall be evaluated based on the following criteria which are listed in descending order of relative importance. The sub-criteria listed under special technical factors are of equal relative importance. The criteria are as follows: (1) the relevance of the proposed effort to the missions of AFRL; (2) the soundness of the proposed approach to accomplish the technical objectives, (3) the offerors understanding of the problems(s) and proposed solution(s), and (4) special technical factors: -- a. offerors' background, ability, facilities, and experience in the proposed technical area; -- b. offerors' approach to involving scientists from other departments within the HBCU/MI and other HBCU/MI's in primary research and development, and -- c. offerors' approach to training and utilization of students throughout the year on the proposed research project(s). Adequate Price Competition is anticipated. Cost is ranked as the second order of priority; cost and/or price, which includes consideration of proposed budgets and profiles, will be considered a substantial factor for the award. The supplemental package issued with the initial BAA published 99MAY06 in the Commerce Business Daily, will not be available with this amendment as it provided instructions to offeror's on preparing their cost and technical proposals which is now available in the updated BAA/PRDA Guide for Industry at the above referenced web site. The Commerce Buisness Daily may be accessed thru the same web site referenced above for offeror's to search for the initial BAA publication. Proposals will be categorized and subsequently selected for negotiation. WHITE PAPERS solicited for the technical areas described below in response to this Broad Agency Announcement (BAA) amendment shall be received by 99JUL12, 1400 hours Eastern Daylight Savings Time, to the Directorate of Research and Development Contracting, Sensors Division, 2530 C Street, Building 7, Area B, Attn: NANCY STORMER, (AFRL/SNKE), Wright-Patterson AFB OH 45433-7607. WHITE PAPERS received after the cutoff date and time specified herein shall be treated in accordance with restrictions of FAR 52.215-1(c)(3). Offerors should be alert for any additional BAA amendments that may permit extensions to the due date. This acquisition is a 100 percent set-aside for Historically Black Colleges and Universities (HBCUs) or Minority Institutions (MIs) as defined inDOD FAR Supplement (DFARS) 226.7001. Offers from other than HBCUs and MIs are not solicited and will not be considered under this BAA. DFARS clauses 252.226-7000 and 252.226-7001 apply. The offeror must represent and certify, as part of its submission of a WHITE PAPER, that it is a Historically Black College or University (HBCU) or a Minority Institution (MI). WHITE PAPER INSTRUCTIONS: Page Limitation: a MAXIMUM OF 10 pages, 10 pitch (12 point) or larger, double spaced, single-sided, 8.5 by 11 inches. This limitation includes all information, e.g., indices, photographs, foldouts, appendices, attachments, etc. For the ROM, no price or cost information should be forwarded; only a bottom line figure should be provided. Offerors should submit original and 4 copies. The government will not consider pages in excess of this limitation. The WHITE PAPER shall include a discussion of the nature and scope of the research and the technical approach. Resumes, descriptions of facilities and equipment, a proposed Statementof Work or specific tasking are not required at this point. WHITE PAPERS shall not be submitted by facsimile nor email. WHITE PAPER & PROPOSAL INSTRUCTIONS: Offerors should apply the restrictive notice prescribed in the provision of FAR 52.215-1(e) Instructions to Offerors -- Competitive Acquisition. Offerors should consider Technical/Management and Statement of Work (SOW) proposal instructions contained in the AFRL PRDA and BAA Guide for Industry, which can be accessed on line at www.wrs.afrl.af.mil/contract, or request a hard copy by contacting the Contracting POC, Nancy Stormer, identified below. This guide was specifically designed to assist offerors in understanding the PRDA/BAA proposal process. The Proposal Page Limitations: The technical proposal shall be limited to 50 pages. The pages shall be 8.5 X 11 inches, double-spaced with the font size at l0 pitch (12 point) or higher. If electronic means are used, such as submitting the proposal on a 3 1/2 inch, hard, high-density diskette, it shall be readable by Microsoft Word for Windows, Version 6.0. The double spacing requirement shall be satisfied by Microsoft's Word's double spacing method. The page limitation includes all information, i.e. indexes, photographs, foldouts, appendices, attachments, etc. The transmittal page and cover page are not included in the page count. Pages in excess of this limitation will not be considered by the government. Cost proposals have no page limitations, however, offerors are requested to keep cost proposals to 50 pages or less. If electronic means are used, it shall be readable by Microsoft Excel for Windows, Version 5.0. Technical/management and cost volumes should be submitted in separate volumes, and must be valid for 180 days. Proposals must reference the above announcement number. Offerors must submit one original and 5 copies of their proposals. Offerors are advised that only contracting officers are legally authorized to contractually bind or otherwise commit the government. The cost of preparing proposals in response to this BAA is not considered an allowable direct charge to any resulting or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205-18. Offerors are asked to contact the appropriate Technical and/or Contracting Points of Contact as identified under the technical area below with any concerns. Any award(s) made in the following research areas for FY00 are expected to be made in the January-February 2000 timeframe. The proposed research and/or development projects for your WHITE PAPER and any resulting proposal should focus on the following technical research areas for the SENSORS DIRECTORATE, (AFRL/SN): The mission of the Air Force Research Laboratory's Sensors Directorate is to develop the technologies needed by DoD acquisition and industrial partners to produce, field, and maintain advanced sensors for air and space reconnaissance, surveillance, precision engagement, and electronic warfare applications. The intent is to focus the technology investment with a limited set of "technology thrust" development efforts for all Sensor's division and geographic locations. The Sensor's Directorate technology thrust and subthrust structure was developed to organize the SN program into prominent areas not only of technology applications but areas of enabling technologies as follows: Radio Frequency Sensors & Countermeasures- Radar, Assured Reference, Electronic Warfare, Apertures, Algorithms & Phenomenology, Digital Receivers & Exciters. Electro-optical Sensors & Countermeasures- Target Detection & ID, Threat Countermeasures, Receivers, Transceivers, Algorithms & Phenomenology. Automatic Target Recognition & Sensors Fusion- Space & Air Sensor Automatic Target Recognition (ATR), Precision Identification & Location, ATR Spiral Development, Innovative Algorithms, Target & Phenomenology Modeling, Evaluation Science. The Sensors Directorate's vision is to provide a full range of affordable air and spacesensors, networked to the warfighter, that assure battlespace awareness, precision engagement, and survivability. The anticipated funding profile for this research area is: FY00, $300,000; FY01, $300,000; FY02, $300,000, for a total of $900,000. This funding profile is an estimate only and is not a promise for funding as all funding is subject to change due to Governemnt discretion and availability.
