COMMERCE BUSINESS DAILY ISSUE OF MAY 26,1999 PSA#2354Dahlgren Division, Naval Surface Warfare Center, 17320 Dahlgren Road,
Dahlgren, VA 22448-5100 70 -- SOFTWARE MAINTENANCE, TRAINING SOL N00178-99-Q-0015 DUE 060399
POC Barbara M. Walters, SD18, 540-653-4904 or E.J. Carter, SD18,
540-653-4504 E-MAIL: Naval Surface Warfare Center, Dahlgren Division,
waltersbm@nswc.navy.mil. The Government intends to purchase on a sole
source all or none basis the following Visual Simulation Environment
software, maintenance and training manufactured and provided by SES
Inc. of Austin, Tx: (1) Software P/N WP-SO33, SES/workbench system to
include: SES/design, SES/compiler, SES/rtl, SES/workbenchNT, SES/query
interpreter, and SES/statistics navigator (1 each); (2) P/N WP/M-SO33,
SES/workbench Maintenance (1 year); (3) P/N WT1A, SES/workbench
Introductory Training for three (3) individuals (3 each). Lockheed
Martin (LM) is the prime contractor for the N93 Advanced Launching
Systems Branch. To fulfill their tasks to N93, LM is currently using
this SES Workbench communication and network modeling software. Since
LM has already developed numerous models for N93, it is imperative that
the government maintain 100 percent system compatibility. LM provides
these models as deliverables to their Government contract tasking. This
visual simulation environment must allow for models of complex systems
to be built and executed graphically. It shall be used for performance
analysis, functional verification and validation of requirements and
system design. This software must be capable of solving architectural
and design problems involving hardware, software and network elements.
This simulation environment must offer software extensions that
provide for the sharing of models without sharing proprietary
information. This software must contain pre-defined graphical building
blocks for queues; management of active, passive and logical
resources; transaction flow control; concurrency and synchronization;
and submodel management. Execution of models must have an animation
capability thus showing the flow of transactions through the graphs,
while displaying dynamic statistic inspectors, and allowing for
fine-grained debugging control over the simulation. Manual and
automatic control of warm-up and run-length period is also required.
This software must be somewhat easy to program, requiring little
knowledge of formal programming languages. This software must have a
graphical user interface and the capability of generating commonly
desired reports. This software must be capable of executing on at least
the following computing platforms: SunOS Sparc 4.1.x; SunOS Solaris 2.5
and 2.6; HP 9000/700; HP-UX 10.x; IBM RS/6000 AIX 4.1; and the IBM
RS/6000 Power PC AIX 4.1. Maintenance shall consist of unlimited
telephone or e-mail technical support during SES business hours: 8:00AM
to 7:00PM CST, Monday through Friday, product maintenance releases, and
base product upgrades. SES's policy is to support two releases of its
software at all times-the current release plus the immediately
preceding release. Training shall be provided at the vendor's site in
Austin, Tx. and shall consist of Introduction to SES/workbench (3
days). Course Description: This three-day intensive course concentrates
primarily on SES/workbench concepts and features. The course emphasizes
hands-on use of Workbench to specify system behavior and structure.
Design problems are presented which detail the creation and simulation
of system models. Course Objective: This course explains the basic
concepts and features of the Workbench tool, enabling the user to solve
moderately difficult modeling problems. Prerequisite: This course is
designed and strongly recommended for new or prospective users
interested in learning how to utilize the capabilities of Workbench.
Knowledge of C programming language is useful, but not required. Course
Topics: (1) Introduction to Workbench (2) Concepts Basic to Workbench
(3) Animating with the Workbench Animated Simulator (4) Queuing
Disciplines (5) Declarations (6) Instancing Options (7) Dimensioning
Nodes (8) Methods (9) SES/sim Language Concepts (10) Simulation Control
(11) Parameterization (12) Statistics (13) Catalog Manager and
Multi-Module Models. This software must maintain complete system
compatibility with LM. This requirement shall be processed under
Simplified Acquisition Procedures. All vendors must provide written
documentation from SES Inc. showing they are authorized to provide the
requested software, maintenance and training along with their faxed
quote which shall be considered by the Naval Surface Warfare Center,
Dahlgren Division, Dahlgren, Va. 22448. Fax number is 540-653-7016
Attn: Barbara Walters, SD18. All vendors must provide the software
license and maintenance agreements, their training outline, as well as
their CAGE Code, Dunn and Bradstreet Number, Tax Identification Number
and must be registered in the Central Contractor Data Base. Year 2000
compliance documentation must also be provided. NO WRITTEN QUOTES WILL
BE SENT AS ALL ITEMS ARE CALLED OUT IN THIS CBD NOTICE. Delivery shall
be FOB Destination to the Naval Surface Warfare Center, 17320 Dahlgren
Road, Dahlgren, Va.. The closing date is 03 June 1999. Estimated award
date is 07 June 1999. Posted 05/24/99 (W-SN334764). (0144) Loren Data Corp. http://www.ld.com (SYN# 0324 19990526\70-0002.SOL)
