1542. The estimated construction value is between $5,000,000.00 and
$10,000,000.00. The estimated completion date for performance is 365
days from the date of Notice to Proceed. Plans and specifications will
be available on or about 7 June 1999. Proposals are due on or about 23
July 1999, at 2:00 PM local time. The nonrefundable cost for plans and
specifications is $25.00. Make check or money order payable to the

NJ. The SCOPE OF WORK: Consists of the engineering, design and
construction of an addition to building 1210 (the software engineering
center) at Fort Monmouth, NJ. CONTRACT DESCRIPTION AND ADMINISTRATION:
The design-build process is the procurement of a facility utilizinga
Request for Proposal for both the design and construction of the
facility by a single contractual instrument. The offeror must submit a
proposal conforming to the provisions of the solicitation. Upon
acceptance of the offer, the offeror is responsible for both the design
and construction consistent with the requirements of the solicitation
and the accepted proposal. The proposal is not a competitive bid and
will not result in a public bid opening. ACQUISITION STRATEGY: The New
York District anticipates a single award of the contract resulting
from a Single Phase Selection Process based on the best value to be
obtained under the contract. The best value approach involves a
trade-off between price, and price related factors, and technical
capability. Offerors must address each of the evaluation factors
included in the solicitation and demonstrate that they have the
technical capability to complete the work within the time frame
