seeking a contractor to conduct an authoritative review of the
literature and to develop a study design and protocol that would permit
future evaluation of the impact of school breakfast on learning and
cognitive development of children. Some specific objectives of the
study are: 1) conduct a literature review, 2) identify strengths and
weaknesses of previous research, 3) develop an analysis plan for the
use of Early Childhood Logitudinal Survey, 4) evaluate the relative
merits of alternative approaches for a study design that remedies
previous weaknesses and 5) develop a new study design and analysis
