synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. The solicitation number is 53SBNB960089 and the
solicitation is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. The standard
industrial classification (SIC) Code is 7011. Contractor to provide
meeting services for off-site conference. Contractor must be able to
provide 150 sleeping rooms for arrival December 6 and on December 7,
and 100 rooms on December 8, (rooms within government per diem). Also
provide meeting room facilities, audio visual equipment, food and
beverage over the specified dates. The Contract Line Item Numbers
(CLINs) are as follows (See Statement of Work for Specifications): CLIN
0001, Meeting Room, 1 Lot; CLIN 0002, Lunch for 500 Persons, December
7 and 8, 1999; CLIN 0003 Coffee Breaks for 500 Persons, December 7 and
8, 1999; CLIN 0004, Opening Reception for 200 Persons, December 6,
1999; CLIN 0005, Overhead Projector Package, 8 Each; CLIN 0006, SVGA
Data Projector; 8 Each; CLIN 0007, 35 mm Projector Package, 2 Each;
CLIN 0008, Lavalier Microphone, 2 Each; CLIN 0009, Table Microphones,
6 Each; CLIN 0010, 8-Channel Mixer, 2 Each. DESCRIPTION OF WORK --
REQUIREMENTS: (a) Opening reception/registration on Monday, December 6
to consist of hot and cold hors d'oeuvres and cash bar, from 6-8pm for
150 people. (b) Room for general session set-up classroom style for 200
people, on Tuesday, December 7 through Wednesday, December 8, from 7:30
a.m.-5:30 p.m. each day. Registration area outside of meeting room each
day with 4-6ft. tables, 4 chairs, trashcan, message board, and 4
easels. (d) Three meeting rooms for breakout sessions, set-up classroom
style for 50 people each on Tuesday, December 7 through Wednesday,
December 8, from 1-5:30 p.m. each day. (e) Coffee breaks to consist of
coffee, tea, sanka, assorted juices, breakfast breads at 8am, refresh
coffee, tea, and sanka at 10am, and coffee, tea, sanka, assorted
sodas, and cookies at 3pm on December 7-8. All coffee breaks are for
200 people each.(f) Audio-visual requirements -- Podium, Lavalier
microphone, overhead projector, 35mm projector, data projector, and
screen in general session room and each of the breakout rooms on
December 7-8. (g) Room for sit-down luncheon set-up in rounds on
December 7-8 for 200 people, 12pm-1pm. The offeror shall include the
same warranty terms offered to the general public in customary
commercial practices. The provision at FAR 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition. FAR provision
52.212-2, Evaluation -- Commercial Items applies with the following
specific evaluation criteria: (i) Technical capability to meet the
Government requirement (Ability to provide meeting function space,
Ability to provide required food service, Ability to provide required
sleeping rooms); and, (ii) past performance (include contact points,
telephone numbers, and a description of the items for five similar
events). Technical and Past Performance, when combined are
significantly more important than price. Evaluation of the specific
evaluation criteria will be based on information submitted in response
to this RFQ. It is recommended that information be included which
demonstrates that the items to be provided meet all the requirements
identified in this combined synopsis/solicitation. Information which
merely offers to furnish an item in accordance with the requirements of
the Government or does not address a requirement contained herein will
be evaluated based on this information or lack of information.
Offerors are cautioned to submit quotes on the most favorable basis,
since the Government may elect to make an award without further
discussions or negotiations. Award shall be made within 30 days after
receipt of quotes, and to the offeror submitting the best value to the
government. The clause at FAR 52.212-4, Contract Terms and Conditions
-- Commercial items, applies to this acquisition. Also the clause at
52.212-5, Contract Terms & Conditions required to implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition,
including paragraph (b), subparagraphs (1) 52.203-6, (3) 52.219-8, (6)
52.219-9, (7) 219-14, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37,
(16) 52.225-3, and (21) 52.225-21, Alt.I, (22) 52.232-33. The full
