The U.S. Army TACOM-ARDEC, Picatinny Arsenal, NJ 07806, intends to award a sole source contract to Keco Industries, Inc., Florence, KY 41022,for the refurbishment of 950 Micro-Climatic-Cooling-System (MCS) units for the M109 Paladin 155mm Howitzer. The contractor shall, upon return from the field, test and inspect each MCS unit to the performance specifications/TDPs. Any unit found to not be in a fully operational or in a worn or damaged/imminent failure condition shall be refurbished to the end item requirements. Upon discovery of the aforementioned condition, the contractor shall determine the approximate cost to repair. If the government approves the refurbishment the contractor shall proceed. The contractor shall inspect and repair as necessary to ensure that the fully refurbished and upgraded MCS meets the requirement identified in the MCS Acceptance Test Procedure (ATP). If the Government determines not to refurbish the unit, the contractor shall request disposition instructions and shall disposition as authorized by the Government. In order that units might be refurbished as quickly as possible the contractor may recommend a quantity of refurbished components to be purchased for this use. The Government shall review the list of parts the contractor recommends for purchase and upon the government s concurrence with the list, the contractor shall purchase those tems and stock at their facility. Upon completion of the refurbishment program the contractor shall request disposition of any remaining items and shall disposition as directed by the Government. In the event that usage is higher than expected on an item the contractor shall notify the Government of an impending shortage and shall request permission to purchase an additional stock quantity as required for program completion. Under the proposed contract we will also require Keco to provide warranty for the work done on all 950 MCS for a minimum of four months at no cost to the Government.
