The work includes all management, labor, management, supervision, tools, materials, equipment, incidental engineering, travel and transportation necessary to provide implementation, maintenance and monitoring of coastal sage scrub restoration on Marine Corps Air Station Miramar, San Diego, California. This is a Request for Proposal (RFP), which provides for all services in the specification by means of a Firm Fixed-Price service contract. It is the Government's intent to award firm fixed-price Service Contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantages to the Government resulting in the Best Value, price and other factors considered. Proposals will be evaluated for award using three major technical factors: Past Performance, Pricing, and Technical/Management which consist of three sub-factors: Experience, Business Plan, and Example Documentation. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror's best terms from a price, past performance, and technical/management standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. In accordance with FAR 5.102(a)(7) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://www.efdswest.navfac.navy.mil/ -- hard copies (paper sets) or CD-ROM of the IFB will not be provided by the Government.
