site visit is tentatively scheduled to begin at 10:00 a.m. on Monday,
07 June 1999 at Building 2257 on Marine Corps Air Station Miramar, San
Diego, California. To make reservations for the site visit, contact
Ms. Coralie Cobb at (619) 577-6238 no later than 72 hours in advance of
the site visit date. When making a reservation for the site visit be
prepared to provide name(s), company, and if applicable, the make,
model, license number, color, and year of the vehicle you plan to
drive. Picture identification is required to gain access to the base.
To drive onto the base, a current driver's license, proof of vehicle
insurance, vehicle registration, and/or rental agreement is required.
The work includes all management, labor, management, supervision,
tools, materials, equipment, incidental engineering, travel and
transportation necessary to provide implementation, maintenance and
monitoring of coastal sage scrub restoration on Marine Corps Air
Station Miramar, San Diego, California. This is a Request for Proposal
(RFP), which provides for all services in the specification by means
of a Firm Fixed-Price service contract. It is the Government's intent
to award firm fixed-price Service Contract to the responsible offeror
whose proposal, conforming to the Request for Proposal (RFP), will be
most advantages to the Government resulting in the Best Value, price
and other factors considered. Proposals will be evaluated for award
using three major technical factors: Past Performance, Pricing, and
Technical/Management which consist of three sub-factors: Experience,
Business Plan, and Example Documentation. The Government intends to
evaluate proposals and award a contract without discussions with
offerors. Therefore, each initial offer should contain the offeror's
best terms from a price, past performance, and technical/management
standpoint. However, the Government reserves the right to conduct
discussions if later determined to be necessary by the Contracting
Officer. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. In
accordance with FAR 5.102(a)(7) availability of the RFP will be limited
to the electronic medium; the RFP will be available for download free
of charge via the Internet World Wide Web at
http://www.efdswest.navfac.navy.mil/ -- hard copies (paper sets) or
CD-ROM of the IFB will not be provided by the Government. The official
plan holders list will be maintained on and can be printed from the
website. All prospective offerors and plan rooms are encouraged to
register as plan holders on the website. Plan holders lists will not be
faxed and will only be available from the website. Registering offerers
and plan rooms must provide a complete name, complete mailing address
and area code and phone number, offerer type (prime contractor, sub
contractor, supplier or plan room), email address and size (large
business, small business, small disadvantaged business, woman owned
small business or other). Notification of any changes (amendments) to
the solicitation will be made only on the Internet. It will be the
contractor's responsibility to check the website for any posted
changes. Tentative issue date is on or about 24 May 1999 with an
opening/receipt date approximately thirty days later. The Standard
