This is an Electronic Bid Solicitation. It is the intent of this solicitation to obtain Military Family Housing Maintenance/Repair and other related services at Naval Air Station, Lemoore, California. The services shall include scheduled and unscheduled maintenance and repair of approximately 1300 Navy housing facilities which include: routine service calls, preventive maintenance inspection and repair, unscheduled maintenance and repair services and change of occupancy maintenance. Other services include grounds maintenance, refuse collection and disposal, custodial services, interior and exterior painting, bathtub, shower, and sink refinishing, removal and replacement of kitchen and bathroom equipment and fixtures, floor covering and hardwood floor refinishing, removal and installation of household appliances, removal and installation of gas-fired air furnaces, air conditioning and energy management systems and general labor services. Site visit and pre-proposal conference will be announced in the solicitation package. Performance is expected to begin with phase-in on or about 1 November 1999. The proposed procurement shall be issued for a combination Firm Fixed-Price/Indefinite quantity contract with an Award Fee provision. The contract term will be one base year and four (4) option years. This solicitation is set aside 100% for Small Business concerns. The Standard Industrial Classification Code (SIC) is 8744. The Small Business Standard is a concern including its affiliates having an average amount of sales or receipts for the previous three fiscal years not in excess of $20,000,000.00. Selection will be based on price and technical considerations in accordance with Federal Acquisition Regulations 15.1. All potential offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), lack of registration in the CCR database will make an offeror ineligible for award. In accordance with FAR 5.102 (a) (7) availability of the solicitation will be limited to the electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at http://www.efdswest.navfac.navy.mil/Pages/EBS.htm.
