Engineers, http://www.mvm.usace.army.mil. 1. SERVICES REQUIRED: The
work requires contractor to provide the necessary personnel and
equipment to perform a wide variety of Construction Quality Assurance
Services. The types of jobs on which quality assurance services will
include, but not limited to: clearing and grubbing, gravel surfacing
and resurfacing, dikes, revetments, bridge construction, levee
construction and slide repairs, hydraulic and bucket dredging and
pumping stations. The type of quality assurance services that will be
required will be in excavation, dredging, stone placement, embankment,
backfill, concrete, mechanical and electrical work, and general
observation of work. It is anticipated that one indefinite delivery
type contract agreement will be entered into as a result of this
announcement. Firms considered to be highly qualified will be required
to furnish up to ten (10) Quality Assurance Representatives within
fourteen (14) days notice with vehicles. The firm will not be required
to furnish over fifteen (15) Quality Assurance Representatives any one
time with vehicles. 2. CONTRACT INFORMATION: Work areas will be within
the boundaries or assignments of the Memphis District. The contract is
anticipated to be awarded on or about July 1999. The contract base
period shall end one year (365 days) after the date of award or end
when the total or near total accumulation of earnings and
reimbursements in the amount of $500,000.00 is reached within the
contract period. Work to be performed is subject to satisfactory
negotiation of individual task orders not to exceed $150,000 each or a
total of $500,000.00 for the initial year of the contract. The
contract period will be for a base year and four option years. The
Government may recommend award of a contract resulting from this
solicitation to the offeror whose offer conforming to the solicitation
will be most advantageous to the Government, price and other factors
considered. Selection of a prospective contractor will be made by an
integrated assessment of all proposals submitted. The integrated
assessment will involve a determination by the Government of overall
merit of each offeror's proposal. All offeror's proposals will be
comprised of a technical proposal and a cost proposal. Award will be
made to the responsible offeror whose proposal represents the best
overall value to the Government, considering cost and five non-cost
factors listed in descending order of importance; specialized
experience, professional qualifications, capacity to perform the work,
past performance, and geographical location. The importance of the
combined non-cost factors is approximately equal to cost. Cost
proposals will be evaluated separately from technical proposals. Cost
proposals will not be scored, but will be evaluated for reasonableness
by cost/price analysis. Cost proposals will be reviewed for cost
realism with respect to proposed technical and management capability.
Firms responding to this announcement will be sent a Request for
Proposal, RFP No. DACW66-99-R-0006. 3. QUALIFICATIONS: This
procurementis unrestricted, and is open to large and small business
concerns. To qualify as a small business concern, the concern must have
had average receipts for the preceding three fiscal years not exceeding
$5.0 million. The supplies or services to be procured under this
solicitation are classified under Standard Industrial Classification
Code 8741. Inquiries and other information shall be sent to: Department

N. Main St., Room B202, Memphis, TN 38103-1894. Firms must demonstrate
in their submission the ability to meet the following requirements: A)
Sufficient technical and administrative personnel to ensure
expeditious completion of required services, B) Adequate professional
personnel and experience in Construction Quality Assurance Services, C)
Capability to mobilize personnel and ability to meet necessary lead
time for staffing, D) Past Performance. 4. EVALUATION CRITERIA:
Selection shall be based on the following five criteria (A, B, C, D,
E), which are in descending order of importance: A) Specialized
Experience. The selected firm and/or its consultant should indicate
personnel experience in General Construction Management with emphasis
in Construction Quality Assurance. The types of jobs on which quality
assurance services experience is required are: clearing and grubbing,
dikes, revetments, levees, channels, weirs, structures, bank
protection, bridges, slide repairs, concrete, hydraulic and bucket
dredging, building construction, paving, gravel surfacing and
resurfacing, pumping stations, and various other types of construction.
The type of quality assurance services experience that is required will
be excavation, dredging, stone placement, embankment, backfill,
concrete, and general observation of work. B) Professional
Qualifications. The firm and/or its consultant should indicate
professional recognition and work experience of key personnel. The firm
should emphasize professional registration, professional associations,
advanced training and degrees, and specific work experience of key
personnel. The selected firm and/or its consultant should indicate
adequate management personnel with required qualifications and
experience to perform construction quality assurance to include but not
be limited to: clearing and grubbing, dikes, revetments, levees,
channels, weirs, structures, bank protection, bridges, slide repairs,
concrete, hydraulic and bucket dredging, building construction, paving,
gravel surfacing and resurfacing, pumping stations and various other
types of construction. Additional consideration will be given submittal
with total management capabilities within the office to perform the
work. C) Capacity. The selected firm and/or its consultant must
demonstrate sufficient personnel with the proper equipment in the
disciplines necessary to conduct the required work in an efficient
manner. Firms considered to be highly qualified will be required to
furnish 10 quality assurance representatives with vehicles within two
weeks notice and not required to furnish over 15 quality assurance
representatives at any one time. Additional consideration will be given
to firms having all personnel in the office to perform the work. D)
Past performance. Past performance evaluations on DoD and other
contracts with respect to cost control, quality of work, and compliance
with performance schedules will be considered. Additional consideration
will be given to firms with above average performance evaluations in
the type of work described in (A) above. E) Geographical Location.
Proximity of the firm's office where the fieldwork will be managed,
coordinated, and other work performed to Memphis, TN will be given
