The National Cancer Institute intends to negotiate with the following Screening Centers of the Prostate, Lung, and Ovarian (PLCO) Cancer Screening Trial for implementation of etiology buccal cell collection from PLCO Trial control arm (non-screened) participants. The PLCO screening Center contracts are as follows: Georgetown University -- N01-CN-25522, Henry Ford Hospital -- N01-CN-25512, Marshfield Medical Research and Education Foundation -- N01-CN-25518, Straub Pacific Health Foundation -- N01-CN-25515, University of Alabama -- N01-CN-75022, University of Colorado Health Sciences Center, N01-CN-25514, University of Minnesota, N01-CN-25513, University of Pittsburgh -- N01-CN-25511, University of Utah -- N01-CN-25524, Washington University -- N01-CN-25516. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the government and privacy rights of PLCO participants make competition unfeasible. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
