synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotations are being requested and a written solicitation
will not be issued. Solicitation number N61339-99-Q-4003 is issued as
a Request For Quotation (RFQ). Any Amendments to this solicitation, as
well as other pertinent information, will only be posted to the
STRICOM web site: http://www.stricom.army.mil. All references to
"offers" are understood to be "quotations". This solicitation
incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-11. The US Army Project Manager for Training
Devices has an operational requirement to procure instrumented training
devices for dismounted soldiers at the Joint Readiness Training Center
(JRTC), Fort Polk, Louisiana and other combat training centers (CTC),
home station training locations, and test ranges. These centers and
ranges are the Army's resources for collective training feedback and
test data collection. This announcement constitutes a request for the
commercial items as described herein. Device Description: Lightweight
Personnel Detection Devices (LPDD). Procure and demonstrate a
physically smaller LPDD more conducive to the battlefield environment.
The LPDD should weigh six (6) pounds or less (goal is 2 pounds) and
require a lighter battery which would meet a minimum of 72 continuous
operating hours (goal is 120 hours) without requiring replacement or
recharging. The new LPDD should have an open architecture for future
technology insertion. This procurement will use a Statement of
Objectives (SOO) approach. The contractor will be responsible for
generating a Performance Specification and data items to support the
effort. All related documents will be posted on the STRICOM World Wide
Web site at http://www.stricom.army.mil; next click on "Acquisition"
button, then "STRICOM Business Opportunities". PM TRADE will
demonstrate and test proposed technological solutions for a LPDD at the
Joint Contingency Force Advanced Warfighting Experiment (JCF AWE) at
the JRTC in September 2000. In preparation for the JCF AWE, new
equipment training on the LPDD devices will be provided at JRTC in May
2000. STRICOM plans to competitively select one contractor to provide
these prototype systems. This procurement consists of Lot I as
follows: Contract Line Item Number (CLIN) 0001, Lightweight Player
Detection Device, quantity of 30; CLIN 0002, Initial Spares, quantity
of 1 Lot; CLIN 0003, Tools and Test Equipment, quantity of 1 Lot; CLIN
0004, Publications Operator Manual, quantity of 10; CLIN 0005, Other
Data, quantity of 1 Lot; CLIN 0006, Training, quantity of 1 Lot; and
CLIN 0007, Contractor Test Support, quantity of 1 Lot. The initial
Spares under CLIN 0002 should be broken out by end item, assembly, or
part. Offerors shall provide the spare parts necessary to maintain the
LPDDs during the JCF AWE at a 95% availability rate. The Government's
objective is to obtain all the commercial documentation, under CLIN
0005, and the rights, under the "license" and the "additional license
rights" provisions of DFARS 252.227-7015, needed to support the
procured commercial items. Lot I requirements must be ready for
training NLT May 2000 and is Firm-Fixed-Price with a budget ceiling of
$1,000,000. The contract will include two Time and Material (T&M)
12-month options beginning May 2000 (Lot II) and May 2001 (Lot III) for
on-call logistic support, integrated prototype development, technology
insertion, and integration support. Lots II and III may be exercised
at the government's discretion. The scope of this effort will depend on
the funding available at that time, but shall not exceed $1,000,000 per
year. Lot II consists of CLIN 0008, T&M Work Orders, CLIN 0008AA,
Program Manager/LCCS Manager, CLIN 0008AB, Engineer, CLIN 0008AC,
Logistician, CLIN 0008AD, Technician, CLIN 0008AE Clerical Support,
CLIN 0008AF Travel, and CLIN 0008AG Material. Quotations should include
fully burdened hourly labor rates for CLINs 0008AA through 0008AE. Lot
III consists of CLIN 0009, T&M Work Orders, CLIN 0009AA, Program
Manager/LCCS Manager, CLIN 0009AB, Engineer, CLIN 0009AC, Logistician,
CLIN 0009AD, Technician, CLIN 0009AE Clerical Support, CLIN 0009AF
Travel, and CLIN 0009AG Material. Quotations should include fully
burdened hourly labor rates for CLINs 0009AA through 0009AE. Lots II
and III are unevaluated options, since the funding is not fully
budgeted at this time. No partial awards are contemplated. The Army
currently has fielded a number of PDDs which are in use at the CTCs.
The PDD consists of a load-bearing vest with attachments incorporating
a direct and indirect fire tactical engagement system, data
communication interface unit (DCIU), battery, display unit, laser
sensors, and antennae for GPS and data communication. The DCIU reports
the location, status, and results of engagements on the battlefield
using CTC and test range specific RF communications. The current PDD
does not meet functional requirements in that it is too heavy and bulky
and its battery life is too short. The Army is interested in procuring
and evaluating LPDD prototypes that are lighter, less bulky and more
power conservative than current designs. Offerors are encouraged to
make technical tradeoffs, in light of the Statement of Objectives (SOO)
(See STRICOM Web Site), to offer the best system within the published
budget for Lot I of $1,000,000. The best value award factors in
descending order of importance are: (1) Technical, (2) Past
Performance, and (3) Price. Technical is more important than Past
Performance. Technical and Past Performance combined are significantly
more important than Price. Technical in descending order of
importance: (1) Proposed System Performance Specification and oral
presentation (2) System Weight, (3) Human Factors, and (4)
Supportability. The technical evaluation will include an overall
proposal risk assessment. The contracting officeris not responsible for
locating any information not identified in the quotation and reasonably
available. FAR 52.212-1, "Instructions to Offerors -- Commercial items"
and FAR 52.212-2, "Evaluation -- Commercial Items" is incorporated by
reference and applies to this acquisition. The Government intends to
award one contract, without discussions, to the responsible offeror
whose quotation conforming to the solicitation will be most
advantageous to the Government, price and other factors considered.
Offerors shall include a completed copy of the provision at FAR
52.212-3, "Offeror Representations and Certifications-Commercial Items"
with their quotation. In addition, offerors shall include a completed
copy of the provision at DFARS 252.212-7000, "Offeror Representations
and Certifications-Commercial Items" with the quotation. FAR 52.212-4,
"Contract Terms and Conditions-Commercial Items" is incorporated by
reference and applies to this RFQ and resulting Purchase Order. The
following terms and conditions are added as an addendum. FAR 52.232-33,
"Electronic Funds Transfer Payment, by reference; FAR 52.212-5,
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items" applies with the following clauses
by reference: FAR 52.222-26, "Equal Opportunity"; FAR 52.222-35,
"Affirmative Action for Disabled Veterans and Veterans of the Vietnam
Era"; FAR 52.222-36, "Affirmative Action for Workers with
Disabilities"; FAR 52.222-37, "Employment Reports on Disabled Veterans
and Veterans of the Vietnam Era"; DFARS 252.212-7001, "Contract Terms
and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items" applies with
the following clauses by reference: DFARS 252.205-7000, "Provision of
Information to Cooperative Agreement Holders"; DFARS 252.225-7007, "Buy
American Act -- Trade Agreements -- Balance of Payments Program". All
products provided under this procurement, including hardware, software,
firmware, and middleware,whether acting alone or combined as a system,
shall be Year 2000 compliant as defined in FAR Part 39. NOTE:
SIMPLIFIED ACQUISITION PROCEDURES APPLY. Inspection and Acceptance
shall be at Destination. This procurement will be full and open
competition. The small business size standard is SIC 3699, 750
employees. Quotations are due NLT 1530 hours, 21 June 1999 to Bill
Kingsley, NAWCTSD, De Florez building, (407) 380-4308. An oral
presentation is required and must be presented during the week of 21
Jun 99. Offerors must be prepared to provide an oral presentation of
their proposed system during the week of 21 June 99, subsequent to
quotation submittal at NAWCTSD. A copy of oral presentation slides must
be submitted as part of the quotation. Time allowed for the
presentation is 1 hour. Presentation scheduling will be done after the
