The Navy has a requirement for additional Cooperative Engagement Capability (CEC) Low Rate Initial Production (LRIP) units. The award is being made to Raytheon Systems Company, Command, Control, Communications and Intelligence Systems, 1501 72nd Street North, St. Petersburg, FL 333710-4600, without competition pursuant to 10 U.S.C. 2304(c)(1) "Only one or limited number of responsible sources and no other supplies or services will satisfy the agency requirements." Raytheon Systems Company, as the current CEC Design Agent (DA) and sole CEC hardware manufacturer, is uniquely qualified to provide the required effort. Award to any other source would cause insurmountable delays in supporting existing deployments and negatively impact Navy Battle Group operations. The Fiscal Year 1999 requirements to be procured under a modification to the existing Naval Sea Systems Command LRIP contract, N00024-98-C-5409, are for up to thirteen (13) CEC AN/USG-2/3 Common Equipment Sets (CESs); associated support equipment, inclusive of up to nine (9) stand alone Cooperative Engagement Processors (CEPs); Installation and Checkout (INCO) kits; spares; installation support; producibility enhancements; training and data. The CEC CESs will be procured in portions or increments only as authorized by the Milestone Decision Authority. The period of performance is estimated to be thirty (30) months from date of contract award. The primary place of performance is St. Petersburg, FL. This synopsis is for information purposes only.
