10 -- M16A4 RIFLE DUE 061899 POC Contract Specialist: Addy Tkatch (309) 782-5313, PCO: MAJ Wynn (309) 3387 The Tank-automotive and Armaments Command -- Armament and Chemical Acquisition and Logistics Activity (TACOM-ACALA), Rock Island, Illinois, is seeking to identify potential sources to supply the M16A4 Rifle, 5.56MM, NSN: 1005-01-383-2872, P/N: 12973001. This is not a presolicitation notice. This is a Sources Sought-Market Survey Announcement and no immediate procurement, Invitation for Bids, or Request for Proposals is anticipated until our Market Research has been completed. Another Commerce Business Daily Synopsis will be issued prior to the release of any solicitation. The Government intends to award a five-year best value indefinite delivery type contract for the M16A4 Rifle. The anticipated most probable quantities are as follows: Fiscal Year (FY) 2000 -- 13,822 each; FY 2001 -- 10,992 each; FY 2002 -- 3,416 each; FY 2003 -- 6,557 each; and FY 2004 -- 20,475 each. The anticipated maximum quantities are as follows: FY 2000 -- 24,500 each; FY 2001 -- 24,500 each; FY 2002—24,500 each; FY 2003 -- 24,500 each; and FY 2004 -- 24,500 each. The Government reserves the right to change these estimated most probable and maximum quantities. The Government technical data package (TDP) will be used to buy this item. The specified TDP contains information proprietary to Colt's Manufacturing Company. According to the license agreement, the TDP can only be competed in the U.S. and its territories. Any other source besides Colt's will be required to execute a non-disclosure agreement prior to receiving the M16A4 TDP. The Government does not intend on releasing the M16A4 Rifle TDP at this time. If this market research reveals no other sources interested in manufacturing the M16A4 Rifle to the Government-furnished TDP, the Government will restrict this potential buy to Colt's Manufacturing Company, P.O. Box 1868, West Hartford, CT 06144; and FN Manufacturing, Inc., P.O. Box 24257, Columbia, SC 29244. Any award will be made on an all or nothing basis. It is anticipated that ANSI/ISO/ASQC Q9001 or equivalent inspection criteria will be required. A First Article Test will be required for a new producer. FOB will be Origin. It is TACOM-ACALA's policy that all solicitations and all responses to solicitations (bids/proposals) shall be issued and received electronically. Therefore, the Government will provide no hardcopies. In addition, potential offerors must provide their bid/proposal electronically. No hardcopies of bids/proposals will be accepted. Interested parties are encouraged to submit a capability statement describing your company's previous experience with the manufacture of small arms weapons and/or spares/repair parts. In addition, please provide your experience in high volume quality small arms production along with your ability to meet all the Government's requirements. If you lack sufficient experience, please provide details explaining how you plan to fulfill the requirements of any solicitation.
