COMMERCE BUSINESS DAILY ISSUE OF MAY 19,1999 PSA#2349A-ONE SEMI-AUTOMATED FORCES (ONESAF) Request For Information From All
Sources on the OneSAF Objective System. U.S. Army Simulation, Training
and Instrumentation Command (STRICOM) is gathering information
regarding the development of OneSAF that will provide the Army's next
generation Semi-Automated Forces (SAF). OneSAF will be a software
product only, which will be composable, scalable and distributed among
diverse computing platforms. It will support Training Exercise
Military Operations (TEMO), Advanced Concepts Requirements (ACR), and
Research, Development and Acquisition (RDA) domain requirements from
the individual combatant to Brigade level. OneSAF will replace current
legacy SAF systems (i.e., Modular SAF (ModSAF), Close Combat Tactical
Trainer (CCTT) SAF, and Janus) and will interoperate with Warfighters'
Simulation 2000(WARSIM 2000). Information received from interested
sources will be used to develop plans for a full and open competitive
solicitation and award. The estimated time period for Request for
Proposals (RFP) release through contract award is April 2000-March
2001, with an Initial Operational Capability in 2004. Responses to this
RFI must be received 45 days after the posting of this notice. The
Standard Industrial Code (SIC) for this acquisition is 8711, and the
small business standard size is $20 Million. Firms that have an
interest in this potential procurement are requested to respond in

business size, minority status, and any commercial literature,
brochures, or pamphlets that describe the qualifications of the firm to
perform this service. Commercial, government, and academic sources
involved with SAF related developments are invited to respond. STRICOM
is requesting information on how the government can satisfy its needs;
alternative approaches for acquisition; technology availability and
risk; the identification of cost drivers; suggestions on ways to
enhance or sustain competition; and identification of potential
commercial/government solutions. Technical Risk Areas include, but are
not limited to: Composability Interoperability Scalability Simulation
Services Physical, Behavioral and Environmental Modeling Usability
Technical responses may be made within the context of the technical
risk areas listed above. Additional areas of risk may be identified as
appropriate. The responses should address new and emerging
technologies where applicable (i.e., Java, web-enabled solutions and
game development approaches). To provide industry with a better
understanding of the OneSAF requirements, the DRAFT Operational
Requirements Document (ORD), Version 1.1, is available on the STRICOM

STRICOM is neither negotiating nor calling for proposals during this
process. This RFI does not constitute a commitment on the part of the
government to purchase or acquire services. All responses to this
request for information (RFI) are voluntary and the government will not
