The Patent and Trademark Office (PTO), currently located in Crystal City, Arlington, Virginia, has a requirement for the continued and improved processing and maintenance of applications and application related papers, maintenance of the examiner paper search files, processing of fee payments and office actions and related services. Additionally, scanning services in support of application processing will be accomplished as a part of this project. The objective of these services and any future requirements of this project is to insure the PTO has available the resources needed to carry out its mission. The PTO anticipates the period of performance of this acquisition to be for a 1-year base period and 4 1-year option periods. The acquisition will be 100% Set-Aside for Small Business. This acquisition will be classified under Standard Industrial Classification (SIC) Code 8744, and the corresponding size standard is $20 million per year (average annual receipts for the last 3 years). This acquisition will be conducted using a new streamlined acquisition process described in a document entitled "Department of Commerce Acquisition Process Case for Change" which may be found on the Internet at http://www.uspto.gov/go/proc/conops. The intent of this new process is to provide an improved acquisition environment which will benefit both the vendor community and the Government. As part of this process, a Project Agreement will be made available on the Internet at http://www.uspto.gov/go/proc/conops in early June 1999. A preproposal conference and site visit will be held prior to the due date for proposals. Information regarding the preproposal conference and site visit will be posted at the above referenced web site. Those choosing to attend are encouraged to check the web site often for further information. Interested parties must respond to the Project Agreement in order to be considered for award of any resultant contract.
