Statement of Research Need The Office of Naval Research invites
submission of proposals aimed at exploiting unique features of free
electron lasers for medical and related materials science research. (2)
Instructions for Preparation and Submission of Concept Papers and/or
Proposals Concept papers in advance of a formal submission are
encouraged; they should be limited to 3 pages in length plus an
estimated budget, relevant CV(s) and (p)reprints. Guidelines for
preparation of full proposals should be requested from Dr. Marron. The
period of performance may be up to three years in length. Concept
papers (3 copies) and full proposals (a signed original and 6 copies)
should be sent to MFEL Program, NRL Code 6900, 4555 Overlook Avenue,
SW, Washington, DC 20375-5348. This announcement will be open for one
year from date of publication or until replaced by a successor BAA.
Proposals may be submitted any time during this period. (3) Criteria
for Evaluation of Proposals Proposals will be evaluated in accordance
with the following criteria listed in descending order of importance:
1) overall scientific, socio-economic, and technical merits of the
proposal; 2) the offeror's capabilities, related experience, past
performance, and facilities, or a unique combination of these that are
integral factors for achieving the proposal objectives; 3) the
qualifications and experience of the proposed principal investigator
and key personnel; 4) relevance of proposed research to realizing
medical applications of FELs; and 5) realism of the proposed cost and
availability of funds. Awards may take the form of a contract, grant,
cooperative agreement, or other transaction as appropriate. This is a
Broad Agency Announcement as contemplated in FAR 6.102(d)(2). No formal
Request for Proposals (RFP) or other solicitation regarding this
announcement will be issued nor is there a formal application form
required. Requests for the same will be disregarded. For awards made as
contracts, the socio-economic merits will include the extent of
commitment in providing meaningful subcontracting opportunities for
small business, HUB zone small business, small disadvantaged business,
woman-owned small business concerns, and historically black colleges
and universities and minority institutions (HBCU/MI). Contract
proposals which are selected for award that exceed $500,000 submitted
by all but small businesses, will require a Small Business
Subcontracting Plan in accordance with FAR 52.219-9. The Standard
Industrial Classification code is 8731 with the small business standard
of 500 employees. No portion of this BAA has been set aside for HBCU
and MI participants, though their participation is encouraged.
