Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all else necessary to re-roof housing units in the Desert Vista Military Family Housing area at Mountain Home AFB, Idaho. The project involves: the removal of existing gutters and downspouts, flashing, metal fascia, but not the existing shingle roofing; construct a covered porch; then provide and install standing-seam metal roofing (per NRCA recommendations and design specifications), new fascia, gutters and downspouts, and prefinished metal fascia. This will be a firm fixed price construction contract with 80 calendar days construction performance time. The Government intends to include options for additional units. This solicitation will be issued on an unrestricted basis in accordance with the DFARS clause 252.219-7008. The magnitude of this project to include the base bid and all options is between $500,000 and $1,000,000. The successful contractor will be selected using performance/price tradeoffprocedures, resulting in the Best Value to the Government. Performance is significantly more important than price. The Government reserves the right to award a contract to other than the low proposed price. Offers shall submit proposals that can be accepted solely on the basis of the initial offer as the Government may proceed with award of a contract without further discussion.
