The Transatlantic Programs Center (TAC), US Army Corps of Engineers, is soliciting the names of firms or joint ventures interested in submitting an offer for the project described below. Eligible contractors will be limited to: (1) U.S.construction firms; (2) joint ventures between U.S. firms including at least one U.S. construction firm, or (3) joint ventures between U.S. firms and Egyptian firms, including at least one U.S. construction firm. To be considered a U.S. construction firm, the firm must perform construction as a significant portion of its business; must be incorporate and have its corporate headquarters in the U.S.; must have paid corporate franchise and employment taxes in the U.S. for a minimum of two years and shall have filed state and federal income tax declaration for a minimum of two corporate years, having paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must be a minimum of fifty-one percent Egyptian ownership, and an independently-owned firm. Firm which are partially or wholly owned by, or otherwise affiliated with the Government of Egypt or its agencies are ineligible. Performance and payment bonds will be required. The estimated cost of construction is between $100,000 and $250,000. PROJECT SCOPE: The work will consist of acquisition and installation of a paint booth system consisting of paint booth, drying oven, and a track system. The work also includes the design and construction of an enclosed flash area which connects the paint booth with the oven. The work involves all utility hook-ups and connecting structure to make the system operational. The system will be floor mounted and installed adjacent to an existing building within an Egyptian military compound in Cairo, Egypt. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. Award will be made to the lowest priced, technically acceptable offer. Technical evaluation factors will include, at a minimum, past performance, experience and management capability. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date for issuance of RFP is 23 Jun 99. Tentative date for receipt of proposals is 23 Jul 99. Tentative contract award date is 9 Aug 99. Contract award will be made on a firm fixed price basis. Anticipated total contract duration is 250 calendar days, but the paint booth system must be fully in operation not more than 60 calendar days after arrival of the paint booth system to the project site. A pre-bid site visit is tentatively scheduled for 7 Jul 99. Upon the Government's receipt of a firm's written request for a copy of the solicitation, a Base Pass form will immediately be provided for completion to obtain approval for entry to the project site.
