Institutes plans to procure a microarray scanner system in accordance
with the simplified acquisitions procedures authorized in FAR part 13.
This announcement constitutes a combined synopsis/solicitation and a
separate written solicitation will not be issued. This solicitation
incorporates applicable provisions and clauses in effect through FAC
97-11. This solicitation is set-aside for small business and standard
industrial code is 3826 and the business size standard is 500. A
scanner is needed at the NCI microarray facility for comprehensive gene
expression analysis research functions. The microarray scanner shall
meet the following minimum capable specifications: 1. The system shall
be microscope based (and not a CCD camera based system); 2. It shall
have a minimum of two-color fluorescence detection with lasers
formatted specifically for sensing Cy5 and Cy3 excitation; 3. Emissions
filters shall have specifically for Cy3 and Cy5 emission spectra; 4.
Shall have simultaneous scan of both wavelengths in less than 10
minutes; Shall have 10 micron pixel resolution scanning or better; 6.
Shall have 16-bit digitization; 7. Output shall be TIFF formatted
files; 8. Sensitivity shall be between 0.1 -- 0.5 fluor/square micron;
9. Shall have On-the-fly Photo Multiplier Tube (PMT) adjustments with
real-time feature imaging for the purpose of repidly optimizing signal
balance between the two channels; 10. Scan area shall be at least 10 X
60 mm or greater; 11 Shall accept standard (1"x 3") microscope slides;
12. Shall have a laser cooling system; and 13. Shall have simple SCSI
connection. Offerors must provide descriptive literature, warranties,
and/or other materials in sufficient detail to demonstrate that their
offer meets the foregoing requirements. The literature furnished most
also show the item to which the requirement herein pertains. The
anticipated purchase order will be awarded to the responsible offeror
with the lowest-price offer that fully meets the requirements of this
solicitation. The solicitation incorporates the NCI representations,
Certifications, and Other statements of Offerors or Quoters (Simplified
Acquisitions). The award document will incorporate the requirements of
FAR 52.213-4, Terms and Conditions -- Simplified Acquisition. Full

SF -18 that is signed by an authorized representative of the offeror
and includes a completed "Schedule of Offeror Supplies/ Services. The
offer should include a fixed price for all equipment, delivery,
installation, training, and other applicable charges. In addition to
the aforementioned descriptive literature, offers must also be
accompanied by a completed and signed NCI Representations,
Certifications, and Other Statements of Offerors of Quoters (Simplified
Acquisition). Offers and related materials must be received in this
office by 1:00 EST on June 1, 1999, No collect calls will be accepted.
