synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are not being requested and a written
solicitation will not be issued. The solicitation number is
DEA-99-R-0029 and the solicitation is issued as a Request for Proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through the Federal Acquisition Regulation
Circular 97-11. The Standard Industrial Classification (SIC) is 3728
and the small business size is 1,000. The Drug Enforcement
Administration intends to issue a contract under the test program
described in FAR 13.5 for the following: CLIN 0001 -- Two (2) long
range high performance Commercial Off-The-Shelf (COTS) multi-sensor
camera systems for cover surveillance operations on board a helicopter
or airplane. The system shall: (a) contain a high resolution Color Day
TV sensor payload to facilitate stand off, non-observable, suspect
observation, (b) be able to view targets of interest during periods
from total light to very low light and/or ambient starlight, (c) allow
the operator to simultaneously observe images viewed through the
daylight TV camera and the low light/star light camera, and (d) be
housed in a gyro-stabilized turret that is easily mountable to the
helicopter or airplane. The power consumption shall be 28VDC standard
aircraft power. All equipment shall be newly manufactured goods. The
system shall incorporate an autotracker. The system shall not required
any daily setup, calibration or balancing. The system shall be nose
mounted on the helicopter or belly mounted on the airplane.
Specifications: Camera System Turret, at least a 4 axis
Gyro-stabilization,<5 mircoradian line-of-site jitter, 360 degree
continuous rotation in azimuth,+20 to -- 110 degrees in elevation, 75
degrees/second LOS rate in azimuth, Integrated Video autotracking, 20
inch diameter or less, less than 75 lbs. Turret weight, other internal
LRU's <60 lbs., Turret shall be FAA STC'd as operational up to 300
kts. 8.2. Camera System Electrical Optical Payload Specifications:
High Resolution Color Day TV Sensor, No Less Than 700 TV Lines of
resolution, Auto and manual iris with no more than .1 of a second delay
in image processing, NTSC video format with high magnification TV zoom
lens to 1050 mm, Integrated monochrome low light sensor with high
magnification TV zoom lens to 1050 mm, .0001 Lux Sensitivity Generation
III Night Vision. The high magnification channel shall be able to read
3 inch high license plate letters at a range of no less than 1km.,
Video Monitor display: Minimum 8" CRT or LCD minimum 450 TVL
resolution. Diagonal measurement display of at least 8", VGA connector
in, Video out connectors; NTSC format; All controls for contrast,
brightness, color, hue, picture, sharpness, also including a built-in
a/b switch shall all be mounted to the front of the monitor,
andadjustable with NOMEX flight gloves on. Ruggedized construction and
EMI .shielded; Video Cassette Recorder: Standard VHS/SVHS shall be
used in the aircraft; NTSC format; 12VDC power equipment; Video ins and
outs, preferably with BNC connectors; Compact design -- weight not to
exceed 10 lbs. CLIN 0002 Support and training: On-site (Government) one
(1) week training course for up to four (4) students for five (5) days
for Camera Maintenance Training Course; CLIN 0003 Camera Operating
Course for up to four (4) students; CLIN 0004 Travel, NTE $5,000.00;
One year standard manufacturer warranty; CLIN 0005 Installation
Consultation Support. Delivery is to be made to Drug Enforcement
Administration, Office of Aviation Operations, 2300 Horizon Road, Ft.
Worth, TX 76177-5300 within nine (9) months after award of contract.
Inspection/Acceptance to be FOB Destination. The provisions at 52.212-1
Instructions to Offerors-Commercial Items; 52.212-2,
Evaluation-Commercial Items; 52.212-4, Contract Terms and
Conditions-Commercial Items; and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, apply to this acquisition. The following FAR
Clauses called out in 52.212-5 are also applicable to the acquisition:
52.203-6, 52.219-8, 52.2222-26, 52.222-35, 52.222-36, and 52.222-37.
For the purpose of 52.212-2, evaluation will be based in order of
importance-technically acceptable. Offerors are required to provide a
complete copy of the provision at 52.212-3, Deviation-Offeror
Representations and Certifications-Commercial Items; along with the
offer via fax. The Government intends to make a single award to the
responsive, responsible offeror who offer conforming to the the
solicitation will be the most advantageous to the Government
considering descriptive literature and price. Parties responding to
this solicitation may submit their quote and descriptive literature in
accordance with their standard commercial practices (e.g. on company
letterhead, formal quote form, etc.), but must include the following
information: Company's complete mailing address and remittance address,
discounts for prompt payment, if any (e.g. 1% 10 days),
delivery/availability of products, in accordance with the Government's
stated requirement, the Company's Dun & Bradstreet number, and the
Taxpayer Identification Number (TIN). All offers must be received no
