mappelzoller@cocef.org. The Border Environment Cooperation Commission
(BECC) intends to award a minimum of 10 Multi-disciplinary Indefinite
Delivery/Indefinite Quantity (IDIQ) contracts for services (including,
but not limited to: Architect and Engineering, Financial,
Environmental and Public Participation services) for projects located
along the U.S./Mexico border. These contracts will be awarded based on
the following regional breakdowns (a minimum of two contracts per
region will be awarded): Region 1 includes California and Baja
California; Region 2 includes Arizona and Sonora; Region 3 includes New
Mexico and Texas, above Presidio County, and Chihuahua; Region 4
includes Texas, from Presidio County to Mavrick County, and Coahuila;
and Region 5 includes Texas from Laredo to the Gulf of Mexico and Nuevo
Leon and Tamaulipas. No more than one contract will be awarded per
consultant. Firms from the U.S., Mexico, and other countries are
strongly encouraged to participate. Task orders shall be issued by
authorized BECC Contracting Officers against approved contracts with
consultants selected for each Region. All BECC contracts will be
executed on an Indefinite Delivery/Indefinite Quantity. Firm-Fixed Unit
Price (IDIQ) contracts are contemplated for a basic year and one (1)
option year. Contracts awarded cannot exceed a total two-year period.
No minimum or maximum number of task orders has been designated. The
expected maximum total contract amount shall not exceed $2,500,000. No
minimum contract amount has been designated. The contractor must
possess sufficient qualifications and experience to provide the full
range of services necessary for performance assigned task orders as
described further below. Contracts will be issued for project concept
development and project development assistance. Project concept
development activities may include, but are not limited to: Baseline
Conditions Reports, preliminary planning to evaluate alternatives and
identify the best alternative to define the project, preliminary
financial feasibility studies and rate studies, site evaluations,
public outreach, and identification of issues as related to the
development of a specific infrastructure project. Project development
assistance activities may include, but are not limited to: Project
specific capacity building, preliminary engineering studies,
environmental assessments, project management studies, preliminary
design (maximum 30% of final design), development of operation and
maintenance plans, and other tasks as related to the development of the
BECC's project certification documentation (BECC Certification Criteria
general project information; human health and environment; technical
feasibility; financial feasibility; project management; community
participation; and sustainable development). Final design assistance
and construction phase services are specifically excluded from this
requirement. Consultants will be rated on their ability to conduct
business in English and/or Spanish. EVALUATION FACTORS, will be based
on the following criteria in descending order of importance: (1)
Specialized experience and technical competence in the type of work
required under this contract (30%). Evaluation will be based upon
demonstrated experience (in the U.S., Mexico, or U.S./Mexico) within
the past five years in the following types of projects: Solid Waste
(General Planning, Landfill Design, Economic/Financial Analysis,
Environmental Assessment/Environmental Impact Evaluation, Community
Participation, Institutional Strengthening/Capacity Building,
Evaluation of Social/Sustainability Aspects of Projects, Analysis of
Legal Issues Related to Solid Waste); Water and Wastewater (General
Planning, Collection and Distribution Design Systems, Wastewater
Collection and Treatment Design, Wastewater Reuse System Design,
Economic/Financial Analysis, Environmental Assessment/Environmental
Impact Evaluation, Community Participation, Institutional
Strengthening/Capacity Building, Evaluation of Social/Sustainability
Aspects of Projects, Analysis of Legal Issues Related to Water and
Wastewater). (2) Professional qualifications necessary for satisfactory
performance of requires services (30%): (a) environmental, electrical,
civil, and architects; (b) State registration/licensing for architects
and engineers in CA, AZ, NM, TX, and Mexico as required; (c) Technical
support staff, including: CAD operators, sampling technicians,
geotechnical personnel, natural resources specialists. (3) Past
performance on public/private industry contracts in terms of cost
control, quality of work, and compliance with performance schedules
(15%): (a) Quality of Work; as evidenced by, but not limited to, past
performance evaluations as cited in Standard Forms (SFs) 254 and 255 or
similar format; (b) Demonstration of managerial ability for multiple
projects through documented history of timely completion of projects
through documented history of timely completion of past projects with
efficient organizational framework; (c) Regional and national awards;
(d) Demonstration of satisfactory performance, providea list of five
recent, similar or relevant projects (as defined above) with a point of
contact (will be used to verify performance level). (4) Capacity to
accomplish the work in the required time (15%): (a) Number and
availability of personnel/current staff workload; composition of team
(in-house or subcontracted); (b) Demonstration of availability of
equipment, facilities, and other resources needed to perform all
required data analysis, design work, and preparation of plans and
specifications including, but not limited to, computer hardware and
software; field equipment, vehicles; (c) Demonstration of availability
of personnel to perform short turn around, high priority work at
various locations in the awarded Regions defined above. (5) Location in
the general geographical area of the project and knowledge of the
locality of the project; provided, that application of this criterion
leaves an appropriate number of qualified firms, given the nature and
size of the projects (10%): (a) Demonstrated knowledge of and
familiarity with border area, including water, wastewater, and/or solid
waste infrastructure along the U.S./Mexico border and 100KM on either
side of the border; (b) An established office for Project Manager and
key personnel, preferably in the Region selected. Consultants must
specify Region of preference (i.e., Region 1, 2, 3, 4, and 5) by
priority if applying for more than one region. This procurement is open
to all firms who are qualified. Submission of subcontracting plans are
required as part this request for qualifications. Joint Ventures,
Partnerships, and other contracting arrangements will be considered. No
minimum or maximum number of pages for qualifications has been
established; however, all information must be relative to the work
being advertised under this announcement. All firms who meet the
requirements described in this announcement are invited to submit SF
254, Architect-Engineer and Related Services Questionnaire, and SF 255
Architect-Engineer and Related Services Questionnaire for Specific
Project, or a similar format. Copies of the request for qualifications,
and these forms are available on line under Technical Assistance at
BECC's web site located at www.cocef.org, or by contracting Abril

254s and 255s must be submitted for all proposed subcontractors, joint
ventures, partnerships, etc. Information requested shall be submitted
in sets of six (6) copies each. The SF 255 must clearly indicate the
office where the work will be performed and the qualifications of the
individuals and subcontractors proposed to work on the contract and
their geographical location. The SF 255 should also address the firm's
capability to perform in any or all services. A non-mandatory
clarifications briefing will be held at Cibeles, Blvd. Tomas Fernandez
8450, Ciudad Juarez, Chihuahuha, Mexico on May 20, 1999, at 11:00 a.m.
Confirmation should be provided to Abril Quiroz ASAP. The SF 254s and
255s must be received in this office no later than 5:00 p.m. (Cd.
Juarez local time) on June 10, 1999. Any submittals received after this
date will not be considered and will remain at the BECC office
unopened. Consultants will be notified if their respective submittals
are received late. The BECC mailing address is: Border Environment

Parques, Cd. Juarez, Chihuahua, C.P., 32470, Mexico. Consultants are
cautioned that mail delivery and courier service into Mexico is
unpredictable. It is the responsibility of Consultants to assure that
their qualification packages are received at the Commission on or
before the time and date stipulated. Hand-delivered proposals shall be
delivered to the Receptionist at the Commission's office so they may
be logged-in. Telephone calls and personal visits are discouraged
during the evaluation period (30-45 days after the date for receipt of
forms). The selection process will be a two-step process: 1) technical
evaluation; and 2) price negotiations. Consultants may be asked to make
an oral presentation at the BECC offices in Cd. Juarez, Chihuahua,
Mexico, as part of the technical evaluation. Upon completion of the
technical evaluation, the BECC will enter into negotiations with the
most qualified firms for establishment of disciplines/rate charges,
overhead, general and administrative expenses, profit factor, etc.
These disciplines/costs will be the basis used for issuance of task
