This is a sources sought for the following synopsis/solicitation for
commercial items prepared in accordance with (IAW) the format in the
Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation: a written solicitation will not be
issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The
solicitation will be issued on the world-wide-web using Electronic
Posting System (EPS) and the Commerce Business Daily (CBD). (ii)
SolicitationF44600-99-T0375 is issued as a Request for Quote (RFQ)
using Simplified Acquisition Procedures under the test program for
certain commercial items found at FAR 13.5. (iii) The solicitation
document incorporates provisions and clauses that are in effect through
Federal Acquisition Circular (FAC) 97-11 and Defense Acquisition
Circular 91-13. It is the contractors responsibility to be familiar
with all applicable clauses and provisions. (iv) The 1st Contracting
Squadron requests responses from qualified sources capable of providing
PFT 2000 Software License (Command Wide). Manufactured by Data Systems
Research Corporation, 1200 North Nash Street, Suite 523, Arlington, VA
22209. Purchase is for one (1) each PFT 2000 Software License (Command
Wide). This is a commercial off-the-shelf item. PFT 2000 Software
License has been developed by Data Systems Research Corporation,
affording Data Systems Research Corporation sole proprietary rights to
the software. Accordingly, the above items are not available from any
other source. This Software License will provide programming functions
for ACC graduate fighter flying training. The software is an integral
part of the Program Flying Traiing (PFT) scheduling process. It enables
the development of an annual student training program to meet Air Staff
directed production. It aids in identify8ing and finding solutions to
unit level tasking. It is essential to program fighter student traiing
beyond FY00. (v) Delivery: Date of delivery will be 30 days after
receipt of order, an earlier delivery date is desired. Place of
Delivery and Acceptance for providing the PFT 2000 Software License
will be to Langley AFB, VA 23665. Responsibility and Inspection: Unless
otherwise specified in the purchase order, the supplier is responsible
for the performance of all inspection requirements and Quality
Control. (vi) The following FAR provisions and clauses are applicable
to this procurement: 52.212-1, Instructions to Offerors-Commercial
Items (AUG 1998) is hereby incorporated by reference. (vii)
Solicitation provision at FAR 52.212-2, Evaluation Commercial Items
(JAN 1999) is hereby incorporated by reference. (viii) Offerors are
reminded to include a completed copy of the provision at 52.212-3,
Deviation Offeror Representations and Certificates Commercial Items
(JAN 1997) and 252.212-7000, Offeror Representations and Certifications
Commercial Items (NOV 1995) with its offer. Contact our point of
contact for full text if necessary. (ix) Clause 52.212-4, Contract
Terms and Conditions Commercial Items (APR 1998), is hereby
incorporated by reference. (x) Clause 52.212-5, Contract Terms and
Conditions required to Implement Statues or Executive Orders Commercial
Items (JAN 1999), is hereby incorporated by reference. Clause
52.227-19, Commercial Computer Software-Restricted Rights (JUN 1987),
Year 2000 Warranty-Commercial Supply Item applies to this acquisition.
The following paragraphs apply to this solicitation and any resultant

52.222-36, 52.222-37, 52.247-64, 52.217-5, 52.217-6, and 52-217-7. (xi)
Additional Contract Terms and Conditions applicable to this procurement

Implement Statutes or Executive Order Applicable to Defense
Acquisitions of Commercial Items (JAN 1999), is hereby incorporated by
reference. The following paragraphs apply to this solicitation and any

252.225-7035, 252-227-7037, 252.247-7024, and 252.243-7001. (xii) The
Defense Priorities and Allocations Systems (DPAS) assigned rating for
this procurement is: unrated. (xiii) There are no applicable Commerce
